PAULDING COUNTY COMMISSIONERS MEETING MINUTES 1/28/19

This 28th day of January, 2019, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Tony Zartman, Mark Holtsberry and Cindy Peters, Clerk

ALLOWANCE OF CLAIMS:

Warrants documented as 248666 through 248743 for County Bills were approved and certified to the County Auditor for payment.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS:

WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on January 23, 2019, Warrants numbered 248558 through 248661 in the amount of $11,585.29; and

WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and

WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF ENTERING INTO CONTRACT WITH POLING EXCAVATING AND WATERWAYS FOR THE EAGLE CREEK WILSON DITCH:

BE IT RESOLVED, that the Board of County Commissioners, does hereby enter into Contract with Poling Excavating and Waterways for the Eagle Creek-Wilson Ditch Project in the amount of Eighty-Four Thousand Seven Hundred Fifty Five and 00/100 Dollars ($84,755.00).

IN THE MATTER OF APPOINTMENT IN THE OFFICE OF THE COUNTY COMMISSIONERS:

BE IT RESOLVED, that the Board of County Commissioners does hereby approve the appointment of Simeon Shephard as the Paulding County Dog Warden Assistant, effective January 28, 2019.

Meeting Notes of Appointments:

• Aaron Timm – Mr. Timm met with the Commissioners to present a map for the area at the fairgrounds for an antique tractor pull that the Tractor Club will be hosting.

• Sheriff Landers – Sheriff Landers met with the Commissioners and discussed snow removal at the public access area at the jail. Sheriff Landers also presented a report to the Commissioners for housing prisoners for outside agencies for 2018. Total outside agency days were 393 with a total cost for all agencies of $22,110.89 for Defiance, Fulton, Pike and Hancock counties. Sheriff also presented a Paulding County Courthouse Security report for 2018 indicating a total number of scans for courthouse entry totaling 39,477 with an average per day of 132. Security Items held at courthouse entry totaled 822 items for the year including knives, box cutters pepper spray, scissors, vapes, multi tools, etc. Courthouse Security has arrested 16 adults, and 4 juveniles inside the courthouse. The report indicated that Paulding County has 54 registered sex offenders. The courthouse deputies conducted approximately 133 offender verifications. There were 293 applications reported to the Sheriff’s office for carry concealed licenses. Courthouse security is also responsible for organizing and arranging transportation for inmates to and from court, medical appointments, along with conveyances to and from prison. There were 783 inmates transported for a total of 29,849.5 miles driven. Sheriff Landers then presented his 2018 projections and monthly Jail report for the year ending December 31, 2018. There were 780 male inmates serving 9796 days and 309 female inmates serving 3187 days in for the year for a total of 12,983 days served. Total inmates held for the year were 1089. The average inmates held per day was 35.5 with 26.8 being male and 8.7 female. The average inmates stay per day was 11.9 with 12.5 being male and 10.3 female. Total meals served for the year totaled 34,343 meals. Sheriff Landers recommended a part time Dog Warden, Simeon Sheppard to the Commissioners for appointment. (See resolution above). 

The Commissioners departed this afternoon to attend the Joint Solid Waste District meeting in Williams County.
