PAULDING COUNTY COMMISSIONERS MEETING MINUTES 11/19/18

This 19th day of November, 2018, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk absent: Tony Zartman

ALLOWANCE OF CLAIMS

Warrants documented as 246841 through 246921 for County Bills were approved and certified to the County Auditor for payment.

WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on November 14, 2018, Warrants numbered 246722 through 246840 in the amount of $360,443.73; and

WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and 

WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

EXECUTIVE SESSION

A motion was made by Mr. Travis McGarvey to go into executive session at 8:40 a.m. with the County Engineer to discuss personnel matters.  The motion was seconded by Mr. Roy Klopfenstein.  All members voting yea.

At 8:48 a.m. all members present agreed to adjourn the executive session and go into regular session.

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the General Fund/Insurance/Health (Fund 001-022), to-wit; 001-022-00001/Insurance /Health Insurance AMOUNT: $144,642.09

IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 001-008)

Meeting Notes of Appointments

• Travis McGarvey, County Engineer – Mr. McGarvey met with the Commissioners to discuss health insurance for the Engineer’s office.

• Chad Crosby, County Engineer’s Office – Mr. Crosby received bids for the Eagle Creek Wilson Ditch Award No. 26. on Friday, November 16, 2018. The Engineer’s estimate was $85,210.00.  The bid for Bradford Excavating out of Oakwood came in at $98,762.00; and Poling Excavating and Waterways out of Convoy came in at $84,755.00.  A recommendation for the Board of Commissioners to pass a resolution awarding the bid will be made by the County Engineer on November 20, 2018.

• Mark Taner, Dave Stouffer & Mike Porter met with the Commissioners representing Black Swamp, Maumee Tractor Club.  Our club is a non-profit organization looking for a location to make a home where we can have our antique tractor pulls.  The purpose of this club is to preserve AG history.  We average 50-70 members, of which the majority is from Paulding County.  The reason for our club is to get young kids interested in getting mechanics into their hands.  We also have some members in surrounding counties.  Some are active in the historical society.  Other events we participate in include the John Paulding Days Parade, Randy Goings residence for an annual tractor ride, the Fall Creek Festival, Christmas Parade, the Defiance Mall (Tinora young farmers and Defiance Co. SWCD set up a display and fundraise inside the mall).  Justin Carnahan is the President of the Tractor Club.  The new proposed location lies across from the fairgrounds, north of the parking area in the grassy lot.  We would like to put in a track 30’ x 300’ strip and go in and spray with roundup.   The ground lays kind of high.  You would have to have a membership to the club before they can pull so that they are covered by insurance.  We provide safety precautions and put up tents, electric generators, scales and rent port-a-johns.  The first Saturday in June is more practical to sled availability.  We will make sure the area is clean from debris once the event is over.  The Commissioners agreed to discuss the proposal and get back to Mr. Taner with an answer if the Tractor Club has permission to use the county grounds.

• Tim Franklin, Park District – Mr. Franklin explained to the Commissioners that the Park District has a project for five span.  He commented that the Park District bought a 24’ pontoon and wants to put a dock in.  We need to do some work along the bank that requires an excavator.  Our hope is to have a concreate pad with a floating dock with some financial help from the county in the amount of $5000.  Our need is to buy the ramp, concrete and materials.  We did receive a grant from REA.  Most of that we used to trim trees that were a liability.  The Park District also submitted a grant for a pavilion for Rochester Park.  The Friends of the Park have been doing a pretty good job of raising funds.  Mr. Franklin noted that we have fire rings at all of the parks now.  We also have restrooms and trash cans there now.  All work is done by volunteers.  We want to clear out a bunch of poison ivy and spray and thin out some of the trees.  Identify the good trees, protect them and open it up a little bit.  The Park District is looking at the park area a little differently.  There is a lot of space occupied by asphalt and we would like to get it back to green or a building down the road.  Any help from the county will be appreciated.
