PAULDING COUNTY COMMISSIONERS MEETING MINUTES 11/7/18

This 7th day of November, 2018, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk

ALLOWANCE OF CLAIMS

Warrants documented as 246617 through 246679 for County Bills were approved and certified to the County Auditor for payment.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS

WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on November 5, 2018, Warrants numbered 246519 through 246616 in the amount of $79,267.48; and

WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and 

WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 001-016)

Mr. Roy Klopfenstein moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the General Fund /Commissioners’ Buildings & Grounds (Fund 001-016), to-wit; 001-016-00004/Commissioners’ Buildings & Grounds/Supplies AMOUNT: $25,500.00

IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 001-038)

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the General Fund/Settlement Fees (Fund 001-038), to-wit; 001-038-00001/ Settlement Fees/Real Estate Fees AMOUNT: $11,838.41

IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 052)

BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Senior Center Fund (Fund 052), to wit; FROM: 052-001-00020/ Senior Center/Estate Bldg Fund TO: 052-001-99990/Senior Center /Real Estate Fees AMOUNT: $2227.84

IN THE MATTER OF AWARDING THE BID FOR THE VILLAGE OF PAULDING PHASE III OF THE VILLAGE’S COMBINED SEWER SEPARATION PROJECT (PY 2018 CDBG RESIDENTIAL PUBLIC INFRASTRUCTURE PROGRAM)

WHEREAS, on October 31, 2018, bids were received for the Village of Paulding Phase III of Villages Combined Sewer Separation Project; and

WHEREAS, after review of the aforementioned proposal, the Village of Paulding, Jones & Henry Engineering, LTD., and Maumee Valley Planning Organization has recommended that the project be awarded to VTF Excavation, LLC, Celina, Ohio, in the amount of $4,163,540.45

WHEREAS, that the Village of Paulding has received approval of an application for a construction loan from the Division of Environmental & Financial Assistance (DEFA) with the Water Pollution Control Loan Fund (WPCLF).

BE IT RESOLVED, that the Board of County Commissioners does hereby award the PY 2018 Village of Paulding Phase III of the Village’s Combined Sewer Separation Project to VTF Excavation, LLC, Celina, Ohio in the amount of $4,163,540.45.  

Meeting Notes of Appointments

• Joe Burkard, County Prosecutor – Mr. Burkard discussed the county’s budget for 2019; and tax exempt status for the hospital’s property tax bill.

• The Commissioners attended a Land Bank Meeting in the conference room in the basement of the Courthouse.

• Travis McGarvey, County Engineer – Mr. McGarvey discussed the health insurance policy for the Engineer’s office with the Commissioners.  Mr. McGarvey explained that there is a bridge out on Road 82. We are going to set boxes on Friday. We’ll start the Road 179 project next week. They are going to open the dam, then after 2-3 weeks the water level will go down.  Roads 191 and 140 (Cooper Road) needs a guard rail, then that will be opened. The county garage will be getting salt delivered next week. The State will continue to inspect the Melrose state culvert on a yearly basis.

• At 10:45 a.m., the Board of Commissioners left to view contents at the Parc Lane garage on Fairground Drive.  Some of the unneeded contents for the county will be listed for sale on Gov.Deals. At the discretion of Deb Guilford, Board of DD Superintendent, any remaining contents will be advertised for viewing and sealed bids.

• Judy Wells, EMA Assistant and Ed Bohn, EMA Director met with the Commissioners to discuss EMA year end business. Mr. Bohn noted that we’re still working on the mitigation plan.  He will be working on wrapping up the remaining seven entities between now and the end of year. The hydrant is out of service at the training facility.The Fire Marshall’s grant opened up Monday to apply for the renewal of user fees for 2019 and any additional radios that they feel they need. I’ve encouraged the Fire Chiefs to apply for this grant. That’s one benefit that the money is set aside for training and equipment. The Homeland Security grant with the mass casualty trailer was approved. It will be made available for where ever it needs to be. The Health Department trailer is only used at the fair.  EMA will utilize that as a shelter trailer with 50 cots and bedding from the Red Cross. The Health Department will be paying 50/50 with EMA for the cost of the trailer. It had to be repaired for water damage so we both agreed to share the cost. At the end of the year, Mr. Bohn commented that he will prepare a report for accomplishments and how to move forward in 2019. There are going to be cuts, from the fall conference. FEMA is preparing for more recovery measures. 

• Sandy Kessler, MVPO presented a recommendation for the bid award for the Village of Paulding Phase III Combined Sewer Separation Project. (see Resolution above)
