PAULDING County COMMISSIONERS MEETING MINUTES 3/12/18

This 12th day of March, 2018, the Board of County Commissioners met in regular session with the following members present: Tony Zartman,Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk

ALLOWANCE OF CLAIMS

Warrants documented as 240572 through 240655 for County Bills were approved and certified to the County Auditor for payment.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS

WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on March 7, 2018, Warrant number 240531 in the amount of $2293.41; and

WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and

WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

TRAVEL REQUEST

IN THE MATTER OF PERMISSIVE TAX APPLICATION FOR FUNDS AVAILABLE UNDER SECTION 4504.05 OF THE OHIO REVISED CODE FOR THE VILLAGE OF MELROSE

Melrose Village, a municipal corporation within the County of Paulding, hereby makes application for funds available under Section 4504.05 of the Revised Code of Ohio, to plan, construct, improve, maintain, or repair the following streets within the municipality shown on a map presented to the Paulding County Engineer. Total amount of estimated cost of construction: $2,500.00 Amount available according to vehicle registration $5,885.84 Application date:  March 2, 2018 Janet Stroup, Mayor Village of Melrose, Travis McGarvey, Engineer of Paulding County, hereby grant the foregoing request of the Village of Melrose in the amount of $2,500.00. Approval date: March 7, 2018 Travis McGarvey Paulding County Engineer

Commissioners order to pay Melrose Village. The Auditor is hereby authorized to issue a warrant to Melrose Village in the amount of $2,500.00 in conformance with Section 4504.05 of the Revised Code of Ohio, to be paid from the Municipal Permissive Tax Fund.

Meeting Notes of Appointments

• Keith West – Mr. West met with the Commissioners this morning to discuss ATV use in the county. The Commissioners will check with legal counsel.

• Dave Mielke – Mr. Mielke set up a fossil rock presentation to show the Commissioners the different types of fossils found at the Paulding quarry. Mr. Mielke met with the Commissioners to discuss a weight permit for Lafarge Holcim trucks to dump shale rock at the fossil garden site at county Roads 180 and 87 in Paulding County.  Commissioner Zartman telephoned the county engineer, Travis McGarvey, then advised Mr. Mielke to follow up with the quarry manager at Lafarge Holcim based on earlier discussions that the county engineer already had with Lafarge Holcim. The Commissioners will write a letter of support to Lafarge Holcim, Kacey Johnson, Manager in support of the fossil garden.
