WOODBURN CITY COUNCIL MEETING NOTES 8/18/14

Meeting Minutes from August 18, 2014. Mayor Hoeppner, Councilman Renner, Gerig, & Voirol, Treasurer Sarrazine, Chief Duhamell and Superintendent Walls were present. Pledge.

Chief Duhamell:

The Woodburn Police Department had a decent turn out for the 2nd Annual Front Street Drags. 31 entries and approx. 350-400 people were in attendance. Some suggestions were made for next year and many people expressed their enjoyment and commenting on how this will grow. Chief Duhamell requested that the $50 limit for spending be lifted so he can purchase some uniforms. Councilman Renner made a motion to allow Randy to buy uniforms up to his budget, Councilman Gerig 2nd, all approved, motion carried.

Mayor:

In September, the meetings will be moved to September 8th and 22nd due to the Labor Day holiday. Met with the construction team up at the old grocery store. Engineers are analyzing the building. O’Neal Excavating has started on the Roemer Road extension today. There is a change order reducing the contract for $1900. Loves held off on installing their sewer line due to Verizon having to relocate lines. Hours in the office will change back to 7:00 a.m. – 4:00 p.m. Monday through Friday after Labor Day. Mayor requested Superintendent Walls to fill hole near Police Department.

Treasurer:

Meeting minutes from August 4 were presented. Councilman Voirol made a motion to approve, Councilman Gerig 2nd all approved, motion carried (Councilman Rice abstained since he was not present for the meeting.) Warrants were presented for payment. Councilman Rice made a motion to approve, Councilman Gerig 2nd, all approved, motion carried. Treasurer Sarrazine brought up the possibility of taking out a loan for the Roemer Drive extension to be paid back with TIF money from new construction. Councilman Renner made a motion to allow the treasurer to seek a short term loan up to $125,000 from Peoples Federal, Councilman Voirol 2nd, all approved, motion carried. Ordinance # G-14-1318 transferring money into the Rainy Day fund from 2013 was presented to Council, a motion was made to Read Ordinance in full for first reading from Councilman Renner, Councilman Gerig 2nd, all approved, motion carried. Councilman Gerig made a motion to approved Ordinance G-14-1318, Councilman Renner 2nd all approved, motion carried. Councilman Renner made a motion to read Ordinance G-14-1318 by title only, Councilman Voirol 2nd all approved, motion carried. Councilman Voirol made a motion to approved the second reading of Ordinance G-14-1318, Councilman Gerig 2nd all approved, motion carried. There have been a number of complaints about a resident’s property. Treasurer presented pictures. Mayor and Chief Duhamell will stop and speak to him.

Superintendent Walls:

We need an address for Gustin Road so Electrical Contractor can pull a permit for the building. Tanks have been started. Ryan will be getting an IDEM letter to the Mayor. Utility department lost a motor at a lift station. Ellis Tree Service quoted trees.

Councilman Abbott: ABSENT

Councilman Rice:

Noticed there were cracks missed by Line Design – we are holding payment.

Councilman Renner:

Questioned when the ditch in his district is set for cleaning. Mayor to call about the clean out.

Councilman Gerig: NO REPORT

Councilman Voirol: NO REPORT

Councilman Rice made a motion to adjourn, Councilman Voirol 2nd, meeting adjourned at 8:05 p.m.
