Paulding County Commissioners Meeting Minutes 1/8/14

This 8th day of January, 2014, the Board of County Commissioners met in regular session with the following members present:

Tony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk; Absent: Fred Pieper

ALLOWANCE OF CLAIMS:

Warrants documented as 204630 through 204647 for County Bills were approved and certified to the County Auditor for payment.

EXECUTIVE SESSION:

A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:31 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Tony Zartman. All members voting yea.

At 8:52 a.m. all members present agreed to adjourn the executive session and go into regular session.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS:

The Paulding County Auditor has certified the following “Then and Now” purchase order numbers and payments included in the Allowance of Claims on December 30, 2013, Warrants numbered 204529 through 204623 in the amount of $387,848.74; and it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

The Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating the following in the Public Assistance Fund (Fund 007):

007-001-00036/Public Assistance/Payout Consolidation

AMOUNT: $8,855.00

IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 173):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating the following in the K-9 Officer Fund (Fund 173):

173-001-00001/K-9 Officer/Expenses

AMOUNT: $3,800.00

IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 182):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating the following in the Capital Improvements Fund (Fund 182):

182-001-00001/Capital Improvements/Capital Improvements

AMOUNT: $100,000.00

IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 192):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating the following in the County Health Insurance Fund (Fund 192):

192-001-00001/County Health Insurance/Misc Expense

AMOUNT: $8,000.00

IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 192):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating the following in the County Health Insurance Fund (Fund 192):

192-001-00002/County Health Insurance/Consultant Fees

AMOUNT: $16,000.00

IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 192):

The Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating the following in the County Health Insurance Fund (Fund 192):

192-001-00003/County Health Insurance/Premiums

AMOUNT: $468,068.00

IN THE MATTER OF MODIFYING THE 2013 ANNUAL APPROPRIATION (FUND 001-011):

It was the intent of the Board of County Commissioners to adopt a resolution modifying the 2013 Annual Appropriation on December 4, 2013. Now therefore the Board of County Commissioners does hereby modify the 2013 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds:

FROM: 001-011-00011/General Fund/Probate Court/Workers’ Comp

TO: 001-011-00013/General Fund/Probate Court/Medicare

AMOUNT: $90.00

IN THE MATTER OF MAINTENANCE, REPAIR AND IMPROVEMENT OF PAULDING COUNTY ROADS, CULVERTS AND BRIDGES FOR THE YEAR 2014:

The Board of County Commissioners has decided that the health, welfare, and safety of the people of Paulding County can best and most efficiently serviced by the “Force Account” in matters pertaining to the construction, reconstruction, improvement, maintenance, or repair of Paulding County roads, bridges, and culverts. Now, therefore the Board of County Commissioners does hereby authorize Travis McGarvey, Paulding County Engineer, to proceed by force account for the maintenance, repair and improvement of county roads, culverts and bridges for the year 2014; and the Board of County Commissioners does hereby authorize the County Engineer to close necessary roads, bridges and culverts for the performance of said force account work pursuant to the Ohio Revised Code, Section 5543.19.

IN THE MATTER OF THE 2013 ANNUAL COUNTY HIGHWAY SYSTEM MILEAGE CERTIFICATION:

In accordance with the provisions specified in the Ohio Revised Code, Section §4501.04 (Distribution of Revenues), the Board of County Commissioners of Paulding County, Ohio, does hereby certify a total of 322.133 miles as of December 31, 2013, for Paulding County.

APPOINTMENTS IN THE OFFICE OF THE COUNTY COMMISSIONERS:

Meeting Notes of Appointments:

Joe Burkard, County Prosecutor; and Tiffany Beckman, Common Pleas Court Judge – The remodeling project at the County Court Annex building was discussed. The Commissioners will contact an architect and arrange for a consultation.

Travis McGarvey, County Engineer – Mr. McGarvey met with the Commissioners to request authorization for performance of force account work for 2014 (see resolution above). He also noted there are some vehicles that will need to be traded, sold, or disposed of and replaced. Mr. McGarvey also reported Paulding County has been awarded $325,000.00 in OPWC grant dollars for 2014. He then commended his ‘crew’ for the work done during the recent snow storm and sub-zero degree weather.

Lou Ann Wannemacher, County Treasurer – Ms. Wannemacher presented the paperwork for the interest payment on the sewer project.

Jerry Zielke, Paulding County Economic Development – Mr. Zielke met with the Commissioners for his regularly scheduled meeting. He reviewed a recent letter he received from the Regional Port Authority. Mr. Zielke reported he is working on sixteen new projects and two continuing projects since he took his position last fall. He also noted there is activity in the county for possible economic growth. Infrastructure within the county continues to be the biggest challenge.
