Village of Paulding Council Meeting Minutes 9/16/13

 

Paulding Village Council met in Regular Session on September 16, 2013, at 6:30 p.m. in Council Chambers at the Municipal Building. Mayor White called the meeting to order.

Finance Director Tope called roll with the following members present: Roger Sierer, Jim Guelde, Randy Daeger, Mike Trausch, and Barb Rife. Administrator Wiebe was present, as was Solicitor Jones via Skype. Councilman Tom Diaz was absent.

Sierer motioned to approve the minutes of the September 6th Council meeting, seconded by Guelde. Vote: all yea.

Paulding County Commissioner Tony Zartman and County Prosecutor Joe Burkard were present to discuss the empty lot just north of the Village offices that were recently purchased by the County. They noted the County is planning to install drainage and pave the lot for County employees, and inquired if the Village would like the same done with the 20’ the Village owns just to the west of the empty lot. The Mayor suggested the topic be forwarded to the Buildings & Grounds Committee for further discussion.

Trausch presented the minutes of the Recreation Committee’s September 9th meeting. The Committee discussed the following:

• Reviewed and approved the Paulding Youth Ball Association’s plans to plant trees this fall starting at the entrance to the ball fields and working their way around the fields as they receive donations. The plan was developed with assistance from Master Gardeners, whom also provided the Ball Association with a $100 donation for the project.

• Discussed the possibility of adding three (3) soccer fields to Jeffery Park with Bruce Ivan, President of the Paulding SAY Soccer League, to be utilized by the league, along with other Paulding teams, to play and practice. Preliminary expectations were discussed, and they planned to have a more detailed discussion next time.

• Approved seeding the outfields at Jeffery Park.

Resolution No. 1286-13 re: Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor, was read for the first time.

Ordinance No. 1463-13 re: An Ordinance Vacating an Alley located between Lots 15 and 16 of Old’s and Prentice Addition to the Village of Paulding, Paulding County, Ohio, was read for the first time.

Ordinance 1462-13 re: An Ordinance Restricting the Operation of Snowmobiles, Off-Highway Motorcycles, and All-Purpose Vehicles within the Village of Paulding, Ohio and Repealing Ordinance No. 1268-02 in its Entirety, was read for the third time. Solicitor Jones requested the legislation be tabled in order to address some verbiage issues as discussed by Council. Trausch motioned to table the legislation, seconded by Daeger. Vote: all yea. Solicitor Jones noted he will make the appropriate modifications to the legislation, and will have Tope forward it to Council for their review. He requested Council members please contact him before the next Council meeting should they have any questions regarding the modified legislation.

The following committee meetings were scheduled:

• Committee of the Whole – Tuesday, September 24th at 5:30 p.m.

• Recreation Committee – Tuesday, September 24th at 6:30 p.m.

• Safety Committee – Tuesday, October 1st at 5:30 p.m.

Daeger motioned to approve the bills, seconded by Trausch. Vote: all yea.

Guelde motioned to adjourn, seconded by Rife. Vote: all yea.
