Wayne Trace Local Schools Board of Education Meeting Minutes 9/9/13

The Wayne Trace Local School District met in regular session on Monday September 9, 2013 in the Lecture Room of Wayne Trace High School at 7:30 p.m. Pledge of Allegiance was led by Alexis Ricker. Roll Call: Pat Baumle, Dick Swary, Perry Sinn, Lisa McClure, Duane Sinn – all present.

Consent Agenda Items:

13-09-01 – A motion by Perry Sinn to approve the following consent agenda items:

A. to approve the minutes of the August 12, 2013 Board Meeting;

B. to approve the payment of bills and investment report for August 2013 as presented by the treasurer;

C. to amend the initial appropriations and estimated revenues for fiscal year 2014 as presented by the treasurer;

D. to authorize the Treasurer to advertise for the purchase of a new 84 Passenger School Bus;

E. to accept the Monsanto Math Mania Grant totaling $25,000.

Grade card report was positive for most aspects.

Grover Hill Elementary Principal Report – Mr. Wilson, principal

It has been a wonderful beginning to the school year. Both the staff and the students are working hard and getting into a daily routine. There are a few items that Greg S. and I are working on.

• First, Greg is getting quotes on the roof, which is discolored and in need of being repainted.

• Secondly, I am working on getting some quotes to add storage space to Grover Hill. Greg and I have been discussing the need to empty the stage, clear the hallways, and basically have a place for everything. For those items not needed, we are searching avenues to find them another home.

• Finally, the water system is great. Over the past few weeks I have been able to drink the water and at this time I can say I cannot detect any sulfur taste.

At this time of the year my main goal is to look over last year’s testing data. To help with this I will be putting together a team of teachers to assist in this process. During the year we will be review, assessing, and looking for weak areas as well as areas of strength.

On Thursday August 29, 2013 Sandi Freeman, Jan Boterf, and I held a meeting for parents of gifted students. The goal of this meeting was to give information about gifted education, while at the same time give the parents a chance to ask questions. At this time we have six students signed up for the gifted program and hope to see more students before the program begins.

GH will host an Early Childhood Screening on Friday, September 6, 2013. This screening is open to anyone from Paulding County.

Miss Sinn’s fifth grade class is headed to the Black Swamp Nature Center. This trip is on Monday, September 9, 2013. This is going to be a great trip for our fifth grade students and I will be anxious to hear from them after they return.

Mobile Educational Productions will be at GH on Wednesday, September 18, 2013. The program they will be presenting is “Physics is Fun”. This program will be presented to the 4-6 grade students at 1:00 and then to the K-3 students at 2:00.

As you have notice in this report is a strong Science theme. To keep with this theme I would like to report what the 4-6 Science student have been doing in Miss Sinn’s class. So far this year much of the class time has been spent on hands on activities. One day during my visit I watched the students move from one station to the next as they were learning to find the mass of an object, read a graduated cylinder, along with several other hands on activities.

Life Touch was here on August 27th and 28th to take school pictures. It was great to see the students dressed up for their pictures.

Payne Elementary Principal Report – Jody Dunham, Principal:

1. Building Updates;

a. The damaged carpet has been removed and the tile has been installed in Mrs. Berry’s classroom.

b. Playground updates have been completed.

i. We wish to sincerely thank the Wayne Trace Payne Elementary PTO for the time and hard work that they have put into upgrading our school playground. Prior to the start of the 2013-2014 school year, PTO President Amy Klinker brought together parent volunteers to remove broken playground equipment and to paint existing monkey bars and the merry-go-round. Over the Labor Day weekend, Mrs. Klinker coordinated a team to replace a broken tunnel and a bridge on our main playground apparatus. This was no small feat as the combined weight of the tunnel and bridge exceeded 430 pounds. We also want to thank Homier’s for providing a fork lift to unload this heavy pallet from the delivery truck.

2. We are excited to have a total of 14 students enrolled in our GATE program this school year. The program is offered to students in the 4th, 5th, and 6th grade.

3. We have updated our safety procedures for the building. All visiting adults will enter the main office entrance, sign in and receive a name tag. Adults dropping off supplies, snacks, etc. will be asked to leave those items in our office instead of delivering them to the classroom. These changes are for the safety of all students and will protect instructional time from interruption.

4. At this time, we are reviewing our emergency plans and systems. I am gathering input from staff and from several companies who specialize in securing schools. 5. Our fall Aimsweb assessments are completed. The data collected from this process will guide specific targeted instruction for individual students. It will also give us data for monitoring on-going improvement of skills. We want to thank our Aimsweb team, led by Mrs. Michelle Berry, for doing this in a very timely and efficient manner.

6. At this time, we are reviewing our Spring 2013 OAA results. We are analyzing trend data for students in grades 4-6. We are giving special attention to their attendance records.

7. The teachers have been reviewing our Accelerated Reader program. The goal is to develop a vision for the program that will support a common goal for all grade levels.

8. On August 7 Mrs. Stouffer, Mrs. Saylor, Mrs. Head, and Mrs. Berry attended the Innovation Explosion conference in Wapakoneta, Ohio. The keynote speaker, Nelson Lauver, spoke about his book entitled Most Unlikely To Succeed. He provided valuable insight into what it is like to be a struggling learner in the classroom. Sasheen Phillips, Senior Executive Director of the Center for Curriculum and Assessment for the ODE, also gave an afternoon presentation to bring attendees up to date on the current status of testing in Ohio. Staff attended several break-out sessions to include instruction on assessment literacy, integrating technology into the common core classroom, student growth measures, and co-teaching. The information presented was relevant and staff members brought home many ideas that could be immediately implemented in their classrooms.

9. Students in Mrs. Stouffer’s science classes have been learning about the scientific method. During a recent lab, students worked on following the scientific method and performing proper scientific measurements using a balance and graduated cylinder to make oobleck.

10. We wish to thank the students and families who attended our Open House Monday, August 19, 2013. More than 95% of the students enrolled at WTPE attended this event.

11. We wish to thank Sheriff Landers for scheduling Deputy Hanenkratt to ride our school busses adn complete a walkthrough of our building while we were in session. We welcome their presence.

12. We wish to thank Mr. Tony Langhals for coming to WTPE to visit with our student body about the importance of good sportsmanship and how we can show appropriate support to our WT teams.

Wayne Trace Jr./Sr. High School Principal Report – Greg Leeth, Principal:

1. On August 29, 2013 I attended eTPES (electronic teacher and principal evaluation system) training. This training focused on setting up teacher rosters and use of the site to house principal and teacher observation information. Utilizing this site, evaluators can collect and store growth and improvement plans, evidence and documented observations to determine educator performance based upon defined rubrics. The electronic system will follow the framework for educator evaluation as adopted by the State Board of Education.

2. I have begun conducting walk through observations on teachers; thus teachers and students are getting used to seeing me in the classroom. A tool that I am using to gather data is the “OTES on the Go” app for the iPad. The program enables me to complete the ODE approved walk through observation form and to email it to the teacher before I have left the classroom. Staff have been receptive and appreciative of the feedback they are getting.

3. Staff provided much feedback from the recent teacher in-service day held August 30th. Many remarked that the in-service was one of the best they have ever attended and that the training activities were realistic and eye-opening. Overwhelmingly, staff saw the need to change our philosophy regarding our response to a dangerous intruder situation. In particular, we (the trainers and I) emphasized two responses: 1. Evacuate if at all possible. 2. Fight back if necessary.

The Paulding County Sheriff’s Department did a tremendous job of communicating the need for us to think differently than we once did.

4. While conducting classroom walk throughs last week, I stopped in Mrs. Gerber’s Computer III/IV class and began a conversation with Katelynn Back. Katie intends to pursue a career in graphic design at International Business College in Ft. Wayne. She is creating 3-dimensional work using Adobe Illustrator. On this particular assignment, she was working independently through a tutorial on How to Create a Vintage Postcard. She plans to feature the Paulding courthouse in her work.

5. Lastly, we have 27 students who are utilizing the WT Digital Academy Lab for post-secondary work through Northwest State. Students are taking courses including The Human Body, Composition I, General Psychology, American Government, Nutrition, Medical Terminology, Microeconomics, Economics, and Financial Accounting.

We also have 5 fulltime students enrolled in the WTDA who would otherwise be taking online courses via ECOT, Ohio Virtual Learning Academy, etc.

13-09-02 – A motion by Dick Swary to approve the following consent agenda items:

A. commend the Wayne Trace Local Schools Special Education Department for receiving a perfect 4.0 on ODE’s determination of special education program performance conducted by the ODE’s Office for Exceptional Children. Congratulations to our resource room teachers, regular education teachers, special education director, and principals;

B. upon the recommendation of the Superintendent and JH/HS Principal, to approve the hiring of Jan Kohart as 21st Century Community Learning Center Site Coordinator and Donna Matson & Zachary Boyer as Tutor/Mentors for the program for the 2013-2014 school year;

C. upon the recommendation of the Superintendent and JH/HS Principal, to approve Ann Wieland for 15 supplemental days as Assistant Choral/Instrumental Director for the 2013-2014 school year;

D. to commend Sheriff Jason Landers, Deputy Sheriff Shane Dyson, and the several officers who assisted with the ALICE training on August 30, 2013;

E. upon the recommendation of the Superintendent, to approve the 2013-2014 in-state tuition rate at $4,366.52 per student and the out-of-state tuition rate at $9,265.38 per student;

F. to accept the resignation of Robert Wannemacher as Treasurer, effective September 20, 2013 and to thank him for his 10 years of service.
