Paulding County Commissioners Meeting Minutes 10/2/13

 

This 2nd day of October, 2013, the Board of County Commissioners met in regular session with the following members present:

Fred Pieper, Tony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk

ALLOWANCE OF CLAIMS:

Warrants documented as 202428 through 202515 for County Bills were approved and certified to the County Auditor for payment.

TRAVEL REQUEST:

Mereidith Davis, OMUG Training, Dublin OH – September 30 & October 1, 2013

EXECUTIVE SESSION:

A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:04 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Tony Zartman. All members voting yea.

At 8:38 a.m. all members present agreed to adjourn the executive session and go into regular session.

IN THE MATTER OF MODIFYING THE 2013 ANNUAL APPROPRIATION (FUND 003):

The Board of County Commissioners does hereby modify the 2013 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Health Department Fund (Fund 003):

FROM: 003-001-00002/Health Department/Supplies

TO: 003-001-00006/Health Department/Travel Expenses

AMOUNT: $1,000.00

IN THE MATTER OF APPOINTMENTS TO THE PLANNING COMMISSION:

The Board of County Commissioners does hereby appoint the following member to the Planning Commission:

Travis McGarvey (to fill the unexpired term of Tony Windsor), 3 Year Term, 12-31-2015

Meeting Notes of Appointments:

Joe Garmyn, EMS Coordinator of the Village of Payne – Mr. Garmyn introduced himself to the Commissioners. He stated he is currently the EMS coordinator of the Village of Payne and is taking the courses to become a paramedic. Mr. Garmyn stated he is ‘passionate’ about providing quality emergency services to Paulding County residents. He has some concerns about timely response. Mr. Garmyn noted that Paulding County EMS squads are volunteer, with a majority of the EMTs working during the day. He also commented that county nursing homes are utilizing private ambulance services due to delayed response time. Mr. Garmyn suggested having a round table discussion with county EMS Coordinators to see if they could brain-storm ways of improving services.

Kris Gerken, Huntington Insurance – Mr. Gerken shared a power point presentation about Health Care Reform. He reviewed some of the changes that will take place in 2014. Mr. Gerken noted the Health Care Reform is challenging and requires a lot of paperwork.

Carol Temple, County Recorder – Ms. Temple met briefly with the Commissioners to update them on her office activity.

Jerry Zielke, PCED – In his new position as Director, Mr. Zielke met with the Commissioners to discuss Economic Development activity. He noted the Antwerp Dollar General is scheduled to open October 31. Mr. Zielke is confident its opening will encourage more local shopping in Antwerp. Commissioner Pieper shared a Comprehensive Economic Development Strategy Project Questionnaire received from Maumee Valley Planning Organization. Mr. Zielke agreed to assist in completing the form. He also reported he is working with the Paulding County Health Department and the Sheriff’s Office on possible grants for Paulding County.

Aaron Timm, Engineer’s Office – Mr. Timm spoke with the Commissioners via telephone regarding the parking lot east of Hometown Pizza. The Engineer’s Office will draw up plans that will utilize the space to its fullest capacity.

Claudia Fickel, County Auditor – Ms. Fickel shared a notification from the State Auditor regarding approved IPA firms to rate for our next audit. Four firms are on the state approved list and we may chose one more from the master list of Tier 1 and Tier 2. Ms. Fickel also noted the 2013 audit will be due June 30.
