{"id":9363,"date":"2014-10-15T09:04:23","date_gmt":"2014-10-15T13:04:23","guid":{"rendered":"http:\/\/westbendnews.net\/autonews\/?p=9363"},"modified":"2014-11-26T09:18:54","modified_gmt":"2014-11-26T14:18:54","slug":"paulding-commissioners-minutes-101514","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-commissioners-minutes-101514\/","title":{"rendered":"Paulding Commissioners Minutes 10\/15\/14"},"content":{"rendered":"<p>Paulding County Commissioners Meeting Minutes 10\/15\/14<\/p>\n<p>This 15th day of October, 2014, the Board of County Commissioners met in regular session with the following members present:<br \/>\nTony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk; Absent: Fred Pieper<\/p>\n<p>ALLOWANCE OF CLAIMS:<\/p>\n<p>Warrants documented as 211281 through 211387 for County Bills were approved and certified to the County Auditor for payment.<\/p>\n<p>TRAVEL REQUEST:<br \/>\nJudge John DeMuth, Governance Board Meeting, Bowling Green, OH \u2013 October 10, 2014<\/p>\n<p>EXECUTIVE SESSION:<br \/>\nA motion was made by Mr. Roy Klopfenstein to go into executive session at 8:07 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Tony Zartman. All members voting yea.<br \/>\nAt 8:20 a.m. all members present agreed to adjourn the executive session and go into regular session.<\/p>\n<p>IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<br \/>\nThe Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on October 15, 2014, Warrants numbered 211363 through 211370 in the amount of $3,812.08; and it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore\u00a0 the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<\/p>\n<p>IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 024):<br \/>\nThe Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating to the Permissive Tax Fund (Fund 024):<br \/>\n024-001-00001\/Permissive Tax\/Permissive Tax Expense<br \/>\nAMOUNT: $17,389.30<\/p>\n<p>IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 076):<br \/>\nThe Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating to the LEPC Fund (Fund 076):<br \/>\n076-001-00011\/LEPC\/Other Expenses<br \/>\nAMOUNT: $5,000.00<\/p>\n<p>IN THE MATTER OF AMENDING THE 2014 ANNUAL APPROPRIATION (FUND 280):<br \/>\nThe Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating to the Sewage Permit Fund (Fund 280):<br \/>\n280-001-00001\/Sewage Permit\/Salaries<br \/>\nAMOUNT: $1,000.00<\/p>\n<p>IN THE MATTER OF MODIFYING THE 2014 ANNUAL APPROPRIATION (FUND 001-031):<br \/>\nThe Board of County Commissioners does hereby modify the 2014 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds:<br \/>\nFROM:\u00a0 001-030-00001\/General Fund\/Insurance\/Loss Control\/CORSA<br \/>\nTO:\u00a0 001-031-00008\/General Fund\/Commissioners Misc\/Unemployment<br \/>\nAMOUNT:\u00a0 $2,500.00<\/p>\n<p>IN THE MATTER OF MODIFYING THE 2014 ANNUAL APPROPRIATION (FUND 170):<br \/>\nThe Board of County Commissioners does hereby modify the 2014 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Wireless 911 Fund (Fund 170):<br \/>\nFROM: 170-001-00005\/Wireless 911\/Equipment<br \/>\nTO: 170-001-00007\/Wireless 911\/911 Wireless Maintenance<br \/>\nAMOUNT: $1,000.00<\/p>\n<p>IN THE MATTER OF PERMISSIVE TAX APPLICATION FOR FUNDS AVAILABLE UNDER SECTION 4504.05 OF THE OHIO REVISED CODE FOR THE VILLAGE OF GROVER HILL:<br \/>\nGrover Hill Village, a municipal corporation within the County of Paulding, hereby makes application for funds available under Section 4504.05 of the Revised Code of Ohio, to plan, construct, improve, maintain, or repair the following streets within the municipality shown on a map presented to the Paulding County Engineer.<br \/>\nTotal amount of estimated cost of construction: $17,389.30<br \/>\nAmount available according to vehicle registration: $40,676.80<br \/>\nApplication date: October 14, 2014<br \/>\nJohn E. Moon\/s\/,Clerk<br \/>\nVillage of Grover Hill<\/p>\n<p>I, Travis McGarvey, Engineer of Paulding County, hereby grant the foregoing request of the Village of Grover Hill in the amount of $17,389.30.<br \/>\nApproval date: October 14, 2014<br \/>\nTravis McGarvey\/s\/<br \/>\nPaulding County Engineer<\/p>\n<p>Commissioners order to pay Grover Hill Village. The Auditor is hereby authorized to issue a warrant to Grover Hill Village in the amount of $17,389.30 in conformance with Section 4505.05 of the Revised Code of Ohio, to be paid from the Municipal Permissive Tax Fund.<br \/>\nApproval Date: October 15, 2014<\/p>\n<p>APPOINTMENT OF A PAULDING COUNTY EMA DIRECTOR:<br \/>\nThe Board of County Commissioners does hereby approve the full time appointment of Edward Bohn as Paulding County EMA Director effective Monday, October 13, 2014.<br \/>\nMeeting Notes of Appointments:<\/p>\n<p>Jerry Zielke, PCED \u2013 Mr. Zielke presented his director\u2019s report. He then discussed budget issues and the appropriation from the General Fund to Economic Development. Mr. Zielke reported he will be attending the OEDA Summit in Columbus next Wednesday through Friday, October 22 through 24.<\/p>\n<p>Peggy Emerson, Paulding Chamber of Commerce \u2013 Ms. Emerson introduced herself as the new Chamber director.\u00a0 She announced the Chamber\u2019s \u2018business after hours\u2019 next week from 4:30 to 6:30.\u00a0 She was also excited to announce \u2018Light up the Square\u2019\u00a0 scheduled for November 13 at 6:30 p.m. Her plans are to arrange for caroling around the square, stopping at each business for them to turn their lights on. Ms. Emerson also reported she is working to increase Chamber membership. The Commissioners welcomed Ms. Emerson and emphasized the importance of a close working relationship between the Chamber and the Paulding County Economic Development. Ms. Emerson fully agreed and understands the concept\u00a0 of coordinating services and open communication with other agencies in the county.<\/p>\n<p>Lou Ann Wannemacher, County Treasurer; Ryan Nelson, RedTree Investment Group \u2013 Ms. Wannemacher introduced Mr. Nelson as the county\u2019s portfolio manager.\u00a0 RedTree provides investment strategies for public entities. Mr. Nelson presented Paulding County\u2019s Investment Review. The report included information about the September, 2014, transition from Baird Public Investment Advisors to RedTree Investment Group. Mr. Nelson reported a smooth conversion and noted RedTree was able to remain at the same office location with the same phone numbers. Mr. Nelson then presented a quick overview of the economy and U.S. Treasury securities\u2019 interest rates. He reviewed Paulding County\u2019s portfolio holdings, portfolio transaction history, and CD holdings.<\/p>\n<p>Mr. Nelson noted RedTree Investment Group provides services for 139 public entities. They have four employees in their Cincinnati office.<\/p>\n<p>Dan Howell, Senior Fair Board \u2013 Mr. Howell updated the Commissioners on the senior fair board activities.
