ALLOWANCE OF CLAIMS:<\/strong><\/p>\n Warrants documented as 210644 through 210708 for County Bills were approved and certified to the County Auditor for payment.<\/p>\n TRAVEL REQUEST:<\/strong><\/p>\n Claudia Fickel, Auditor District Meeting, Findlay OH \u2013 September 26, 2014<\/p>\n Lou Ann Wannemacher, Auditor District Meeting\/BOR, Findlay OH \u2013 September 26, 2014<\/p>\n IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<\/strong><\/p>\n The Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on September 17, 2014, Warrants numbered 210703 through 210708 in the amount of $6,045.34; and it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<\/p>\n EXECUTIVE SESSION:<\/strong><\/p>\n A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:03 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Tony Zartman. Includes labor, equipment, and material necessary for snow and ice removal for the entire season \u2013 $9,500.00<\/p>\n Option B \u2013 Man hours\/equipment hours, $85.00; Ice melt per event, $150.00; Five inches or more of snow per event, $575.00; Salting events only-discounted rate per man hour, $45.00; Cost of salt, $150.00<\/p>\n Now, therefore the Board of County Commissioners does hereby award the Snow Removal Bid to Solid Ground, Paulding, Ohio, choosing Option A, for snow removal for the Courthouse Square, sidewalks leading to and around the Courthouse, and Courthouse steps, during the 2014-2015 winter season in the amount of $6,133.92.<\/p>\n Meeting Notes of Appointments:<\/strong><\/p>\n Ed Bohn, Paulding County EMA \u2013 Mr. Bohn reported he is busy preparing for the Flat Rock Creek Festival at the fairground this weekend. Bohn remarked he will be meeting with Defiance County\u2019s EMA director to complete the LEPC quarterly paperwork for reimbursement. The report is due October 1, 2014. Mr. Bohn noted his retirement from the Defiance Fire Department is October 4. Commissioner Klopfenstein commented the last LEPC meeting went well. Mr. Bohn is working on a brochure for LEPC.<\/p>\n Brion Hanenkratt, E-911 \u2013 Mr. Hanenkratt reported on upcoming E-911 committee meeting.<\/p>\n Lou Ann Wannemacher, County Treasurer \u2013 Ms. Wannemacher presented her monthly investment report. She reviewed the report, noting the average interest on local bank investments is .43%. CUSIPS managed through portfolio advisors are averaging .80% interest. Ms. Wannemacher reported on tax collections, noting $1,170,000 (6%) of the total $18,000,000 billed is delinquent. Ms. Wannemacher said this is average for the county. Ms. Wannemacher then reported the county\u2019s bond attorney is retiring. She recommended the county stay with his assistant who is familiar with our county bonds and can continue the work that needs to be done.<\/p>\n Claudia Fickel, County Auditor \u2013 Ms. Fickel had prepared the General Fund receipts and expense reports for the Commissioners\u2019 review. General Fund receipts were up from last month and expenses were down. Ms. Fickel also presented the Summary Fund Report. Ms. Fickel noted an increase in conveyance fees collected. She also commented she will be attending a district meeting next week in Findlay. One of the break out sessions is on BOR changes.<\/p>\n Pam Miller, PCED Ms. Miller presented Microenterprise Semi-Annual RLF Report and the ED RLF Semi-Annual Report for the Chairman\u2019s signature. She reminded the Commissioners of the Paulding County Economic Development annual banquet Thursday, September 25, at the OSU Extension Building at 5:30 p.m.<\/p>\n Don Foltz, Foltz Insurance Agency \u2013 Mr. Foltz is our CORSA local agent. He has been providing the county with this service since 1989. The Commissioners discussed some possible changes in the agents\u2019 compensation. They conveyed their appreciation for Mr. Foltz\u2019s work over the years.<\/p>\n Suzanne Rister, County Court Judge \u2013 Ms. Rister reported they have made arrangements for a different vehicle for the probation department. She then asked about the roof issue at the County Court Annex. The Commissioners informed her the ad for the project is in the paper this week and next, with the bids being opened Monday, September 29.<\/p>\n Fidel Cashero, Wayne Mistiatis, and Jerry Mitten; Grunwell-Cashero Company \u2013 The Commissioners and Mr. Cashero, Mr. Mistiatis, and Mr. Mitten walked around the exterior of the Courthouse. Grunwell-Cashero Company has been awarded the bid to repair the tuck pointing, cleaning, and sealing the Courthouse. They will be power washing the building prior to doing the tuck pointing and sealing. The men were shown the water sources on the Courthouse lawn. Mr. Cashero pointed out several other areas of concern; some of which were: external restroom ledge repair, caulking on steps on all sides, sandstone foundation (ground, feathered, and sealed). The Commissioners requested quotes.
