{"id":6953,"date":"2014-05-01T13:33:08","date_gmt":"2014-05-01T17:33:08","guid":{"rendered":"http:\/\/westbendnews.net\/autonews\/?p=6953"},"modified":"2014-05-29T13:34:52","modified_gmt":"2014-05-29T17:34:52","slug":"paulding-county-commissioners-meeting-minutes-43014","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-43014\/","title":{"rendered":"Paulding County Commissioners Meeting Minutes 4\/30\/14"},"content":{"rendered":"<p>This 30th day of April, 2014, the Board of County Commissioners met in regular session with the following members present:<br \/>\nTony Zartman, Roy Klopfenstein, Fred Pieper and Nola Ginter, Clerk<br \/>\n<strong>ALLOWANCE OF CLAIMS:<\/strong><br \/>\nWarrants documented as 207390 through 207442 for County Bills were approved and certified to the County Auditor for payment.<br \/>\n<strong>IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<\/strong><br \/>\nThe Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on April 30, 2014, Warrant number 207406 in the amount of $500.00; and it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<br \/>\n<strong>IN THE MATTER OF AUTHORIZING THE PAULDING COUNTY AUDITOR TO PAY ADMINISTRATION FEES TO PAULDING COUNTY ECONOMIC DEVELOPMENT FOR REVOLVING LOAN FUND 080:<\/strong><br \/>\nThe rules issued by the Ohio Department of Development state that 20% of the interest income and principal received from the Revolving Loan Fund annually and other fees associated with preparation and filing of applications may be withdrawn for administration; and the Paulding County Economic Developer submitted a request to the Paulding County Commissioners to pay the administrative fees in the amount of Twelve Thousand Nine Hundred Sixty-Four and 89\/100 ($12,964.89) from Revolving Loan Fund 080 to Paulding County Economic Development. Now, therefore the Board of County Commissioners does hereby authorize payment of administrative fees in the amount of Twelve Thousand Nine Hundred Sixty-Four and 89\/100 ($12,964.89) from Revolving Loan Fund 080 to Paulding County Economic Development in the form of a check.<br \/>\n<strong>IN THE MATTER OF FORMING AN EMA DIRECTOR SEARCH COMMITTEE:<\/strong><br \/>\nIt is necessary to appoint a Director for Paulding County EMA; and the Board of Paulding County Commissioners do hereby agree that it would be in the best interest of the County to establish an EMA Director Search Committee to assist in this process; and said Committee shall review applications, participate in the interviewing process, and make an appointment recommendation to the Commissioners for an EMA Director. Now, therefore the Board of County Commissioners does hereby appoint the following members to an EMA Director Search Committee:<br \/>\n1. Bill Edwards, Health Department<br \/>\n2. Jason Landers, Paulding County Sheriff<br \/>\n3. Julie Rittenhouse, Defiance County EMA Director<br \/>\n4. Gary Adkins, Paulding County Hospital<br \/>\n5. Bob Herber, Cecil Fire Chief<br \/>\n6. Sue Crossland, Paulding EMS Coordinator<br \/>\n7. Roy Klopfenstein, Paulding County Commissioner<br \/>\n<strong>MEETING NOTES OF APPOINTMENTS:<\/strong><br \/>\nLou Ann Wannemacher, County Treasurer \u2013 Ms. Wannemacher presented OPWC paperwork regarding the sewer system \u2018close-out\u2019.<br \/>\nClaudia Fickel, County Auditor \u2013 Ms. Fickel noted she will be on vacation from May 7 through May 17.<br \/>\nMarsha Yeutter, Senior Center \u2013 Ms. Yeutter presented bills for approval.<br \/>\nNiki Warncke, Maumee Valley Planning Organization \u2013 Ms. Warncke met with the Commissioners to discuss the FY2014 CDBG applications. Seven projects were submitted from two villages, four townships, and the Senior Center. There is $60,000.00 to complete up to three (3) projects. Ms. Warncke noted there was one Critical Infrastructure application submitted for the Village of Antwerp. The projects will be awarded on the 2nd public hearing scheduled for 11:00 a.m. on Wednesday, May 21, in the Commissioners\u2019 Office.<br \/>\nGary Adkins and Rob Goshia, Paulding County Hospital \u2013 Mr. Goshia reviewed the Paulding County Hospital\u2019s Audit Report and Financial Statements for December 31, 2013 and 2012. He noted February, 2014, revenue was the lowest in several years, He attributed it to the harsh winter weather and low out-patient activity. Mr. Adkins commented on the changes in hospital activity as a result of Obamacare. He noted they have been proactive in making changes in how they deliver health care. Looking ahead, Mr. Adkins mentioned several positive changes that will hopefully enable the hospital to brave the storm. He was excited to share the Paulding County Hospital has several other health care providers they are partnering with, resulting in a win-win situation. He assured the Commissioners that has been no discussions regarding selling the hospital. Mr. Adkins reported there are only eleven county hospitals in Ohio. Paulding County\u2019s is the smallest; however, was ranked number one in the state in affordability. It is classified as a \u2018critical care\u2019 hospital.
