{"id":6662,"date":"2014-04-02T13:44:48","date_gmt":"2014-04-02T17:44:48","guid":{"rendered":"http:\/\/westbendnews.net\/autonews\/?p=6662"},"modified":"2014-05-08T13:46:22","modified_gmt":"2014-05-08T17:46:22","slug":"paulding-county-commissioners-meeting-minutes-4214","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-4214\/","title":{"rendered":"Paulding County Commissioners Meeting Minutes 4\/2\/14"},"content":{"rendered":"<p class=\"minutes-western\">This 2<span style=\"color: #000000;\"><span style=\"text-decoration: none;\"><sup><span style=\"font-family: MinionPro-Regular,serif;\"><span style=\"font-size: xx-small;\"><span lang=\"en-US\"><span style=\"font-style: normal;\"><span style=\"font-weight: normal;\">nd<\/span><\/span><\/span><\/span><\/span><\/sup><\/span><\/span> day of April, 2014, the Board of County Commissioners met in regular session with the following members present:<\/p>\n<p class=\"minutes-western\">Tony Zartman, Fred Pieper and Nola Ginter, Clerk; Absent: Roy Klopfenstein<\/p>\n<p class=\"minutes-western\"><span style=\"font-family: MinionPro-Bold,serif;\"><b>ALLOWANCE OF CLAIMS:<\/b><\/span><\/p>\n<p class=\"minutes-western\">Warrants documented as 206692 through 206751 for County Bills were approved and certified to the County Auditor for payment.<\/p>\n<p class=\"minutes-western\"><span style=\"font-family: MinionPro-Bold,serif;\"><b>TRAVEL REQUEST:<\/b><\/span><\/p>\n<p class=\"minutes-western\">Sandee Buffington, CSEA District Meeting, Findlay OH \u2013 April 4, 2014<\/p>\n<p class=\"minutes-western\"><span style=\"font-family: MinionPro-Bold,serif;\"><b>IN THE MATTER OF CREATING A NEW FUND AND CREATING LINE ITEMS AND AMENDING THE 2014 ANNUAL APPROPRIATION IN THE SHSP FY11 FUND (FUND 225):<\/b><\/span><\/p>\n<p class=\"minutes-western\">It is necessary to track revenue and expenses for auditing purposes for an FY 2011 State Homeland Security Program (SHSP) Grant from the Ohio Emergency Management Agency. Now, therefore the Board of County Commissioners does hereby direct the County Auditor to create Fund 225, SHSP FY11 Fund; and also to create the following line items in the SHSP FY11 Fund (Fund 225); and the Board of County Commissioners does hereby amend the 2014 Annual Appropriation and hereby directs the County Auditor to appropriate unappropriated funds in Fund 225:<\/p>\n<p class=\"minutes-western\">Revenue Line Item:<\/p>\n<p class=\"minutes-western\">225-001-10000 Grant Proceeds \u2013 $20,819.70<\/p>\n<p class=\"minutes-western\">Expense Line Item:<\/p>\n<p class=\"minutes-western\">225-001-00001 Other Expenses \u2013 $20,819.70<\/p>\n<p class=\"minutes-western\"><span style=\"font-family: MinionPro-Bold,serif;\"><b>IN THE MATTER OF TRANSFERRING UNCLAIMED WARRANT AMOUNTS TO THE UNCLAIMED MONIES FUND (FUND 021):<\/b><\/span><\/p>\n<p class=\"minutes-western\">The County Auditor has presented a list of thirty-three unclaimed warrants from various Funds totaling $4,672.07. Now, therefore the Board of County Commissioners does hereby authorize and direct the County Auditor to transfer the following amounts, representing unclaimed warrants:<\/p>\n<p class=\"minutes-western\">Fund 001\/General to Fund 021\/Unclaimed Monies \u2013 $582.60<\/p>\n<p class=\"minutes-western\">Fund 003\/Health to Fund 021\/Unclaimed Monies \u2013 $80.00<\/p>\n<p class=\"minutes-western\">Fund 007\/Public Assistance to Fund 021\/Unclaimed Monies \u2013 $200.00<\/p>\n<p class=\"minutes-western\">Fund 008\/Real Estate Assess to Fund 021\/Unclaimed Monies \u2013 $25.00<\/p>\n<p class=\"minutes-western\">Fund 014\/PCBDD to Fund 021\/Unclaimed Monies \u2013 $39.28<\/p>\n<p class=\"minutes-western\">Fund 028\/General Tax to Fund 021\/Unclaimed Monies \u2013 $3,493.41<\/p>\n<p class=\"minutes-western\">Fund 029\/Trailer Tax to Fund 021\/Unclaimed Monies \u2013 $25.85<\/p>\n<p class=\"minutes-western\">Fund 032\/Certificate of Title to Fund 021\/Unclaimed Monies \u2013 $83.38<\/p>\n<p class=\"minutes-western\">Fund 065\/Child Support to Fund 021\/Unclaimed Monies \u2013 $39.99<\/p>\n<p class=\"minutes-western\">Fund 079\/Paulding County EMA to Fund 021\/Unclaimed Monies \u2013 $7.57<\/p>\n<p class=\"minutes-western\">Fund 158\/Area 7 WIA to Fund 021\/Unclaimed Monies \u2013 $94.99<\/p>\n<p class=\"minutes-western\"><span style=\"font-family: MinionPro-Bold,serif;\"><b>EXECUTIVE SESSION:<\/b><\/span><\/p>\n<p class=\"minutes-western\">A motion was made by Mr. Fred Pieper to go into executive session at 8:04 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Tony Zartman. All members voting yea.<\/p>\n<p class=\"minutes-western\">At 8:26 a.m. all members present agreed to adjourn the executive session and go into regular session.<\/p>\n<p class=\"minutes-western\" style=\"text-transform: uppercase;\"><span style=\"font-family: MinionPro-Bold,serif;\"><b>Meeting Notes of Appointments:<\/b><\/span><\/p>\n<p class=\"minutes-western\">Judge John DeMuth, Probate\/Juvenile Court \u2013 Judge DeMuth met briefly with the Commissioners to discuss improvements to the clerical area of his office. Plans were reviewed and approved. Judge DeMuth may check the feasibility of setting up a special fund to allow for the funding of future improvement projects. He reported his current court costs are comparable with other area courts; however, lower than most on juvenile cases and probate filings.<\/p>\n<p class=\"minutes-western\">Jeff Hollis, All-Trades Historical Restoration \u2013 Mr. Hollis met with the Commissioners for a walk-through update on the Courthouse interior painting project.<\/p>\n<p class=\"minutes-western\">Claudia Fickel, County Auditor \u2013 The Commissioners and Ms. Fickel met to schedule a Board of Revisions meeting to review the appeals that have been filed. Ms. Fickel also updated the Commissioners on plans to replace the carpeting in her vault and closet areas. Commissioner Zartman shared concerns he had received from a county resident, referring to the appraiser not having proper identification when she is out and about. Ms. Fickel stated, to her knowledge, the appraiser always has identification with her; but said she would address the issue with the appraiser.<\/p>\n<p class=\"minutes-western\">Corey Walker, Defiance\/Paulding County Combined JFS \u2013 Mr. Walker announced that April is Child Abuse Prevention Month. He asked for permission to display a banner on the Courthouse lawn. He also would like to have luminaries placed on the sidewalks. Mr. Walker updated the Commissioners on the status of the Dooley Drive office. There are a few more items left to complete. Mr. Walker anticipates the office will be able to relocate within the next 2-3 weeks. He also reported there are three children at the Jacob Eaton Children\u2019s Home.<\/p>\n<p class=\"minutes-western\">Judge Suzanne Rister, County Court \u2013 Judge Rister was excited to announce County Court is hosting a free Bureau of Motor Vehicles program to review traffic laws and other updates. She reported there will be two sessions and there are 25 people signed up for each session. Ms. Rister noted her new employee is working out well. She works 35 hours a week and is considered full time for benefit purposes. Judge Rister continues to work on a full time judgeship for County Court. She reported her Court and Probation office are both very busy. Ms. Rister praised the new K-9 officer, saying the dog is doing a great job.<\/p>\n<p class=\"minutes-western\">Marsha Yeutter, Senior Center \u2013 Ms. Yeutter reported having an \u2018ice dam\u2019 in the valley of the metal roof of the Senior Center. She noted there were some wet spots on the ceiling. The Commissioners agreed that she should apply a sealant to the ceiling and watch to see if the spots recur before painting the ceiling.
