{"id":24509,"date":"2018-11-07T16:23:02","date_gmt":"2018-11-07T21:23:02","guid":{"rendered":"https:\/\/www.westbendnews.net\/autonews\/?p=24509"},"modified":"2018-12-28T16:25:45","modified_gmt":"2018-12-28T21:25:45","slug":"paulding-county-commissioners-meeting-minutes-11-7-18","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-11-7-18\/","title":{"rendered":"PAULDING COUNTY COMMISSIONERS MEETING MINUTES 11\/7\/18"},"content":{"rendered":"\n<p>This 7th day of November, 2018, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk<\/p>\n\n\n\n<p>ALLOWANCE OF CLAIMS<\/p>\n\n\n\n<p>Warrants documented as 246617 through 246679 for County Bills were approved and certified to the County Auditor for payment.<\/p>\n\n\n\n<p><strong>IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS<\/strong><\/p>\n\n\n\n<p>WHEREAS, the Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order number and payment included in the Allowance of Claims on November 5, 2018, Warrants numbered 246519 through 246616 in the amount of $79,267.48; and<\/p>\n\n\n\n<p>WHEREAS, it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and&nbsp;<\/p>\n\n\n\n<p>WHEREAS, pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore<\/p>\n\n\n\n<p>BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and<\/p>\n\n\n\n<p>BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<\/p>\n\n\n\n<p><strong>IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 001-016)<\/strong><\/p>\n\n\n\n<p>Mr. Roy Klopfenstein moved to adopt the following resolution:<\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the General Fund \/Commissioners\u2019 Buildings &amp; Grounds (Fund 001-016), to-wit; 001-016-00004\/Commissioners\u2019 Buildings &amp; Grounds\/Supplies\tAMOUNT: $25,500.00<\/p>\n\n\n\n<p><strong>IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 001-038)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the General Fund\/Settlement Fees (Fund 001-038), to-wit; 001-038-00001\/ Settlement Fees\/Real Estate Fees AMOUNT: $11,838.41<\/p>\n\n\n\n<p><strong>IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 251)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the Concealed Carry Weapon Fund (Fund 251), to-wit; 251-001-00003\/CCW\/ Miscellaneous AMOUNT: $1381.60<\/p>\n\n\n\n<p><strong>IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 162)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the Victim\u2019s Assistance Fund (Fund162), to-wit; 162-001-20126\/Victim\u2019s Assistance\/Other\tAMOUNT: $1502.00<\/p>\n\n\n\n<p><strong>IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 162)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the Victim\u2019s Assistance (Fund162), to-wit; 162-001-20124\/Victim\u2019s Assistance\/Workers\u2019 Comp AMOUNT: $37.25<\/p>\n\n\n\n<p><strong>IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 169)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Voted Jail Debt (Fund 169), to wit; FROM: 169-001-99992\/ Voted Jail Debt\/Rollback Homestead TO:169-001-99990\/Voted Jail Debt\/Real Estate Fees AMOUNT: $163.65<\/p>\n\n\n\n<p><strong>IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 079)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the EMA Fund (Fund 079), to wit; FROM: 079-001-00011\/ EMA\/Other Expenses TO:079-001-00009\/EMA\/Workers\u2019 Comp AMOUNT: $37.40<\/p>\n\n\n\n<p><strong>IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 001-010)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the General \/Juvenile Court Fund (Fund 001-010), to wit; FROM: 001-010-00002\/ Juvenile Court\/Supplies TO: 001-010-00011\/Juvenile Court \/Workers\u2019 Comp AMOUNT: $135.74<\/p>\n\n\n\n<p><strong>IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 134)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the County Court Special Projects Fund (Fund 134), to wit; FROM: 001-017-00006\/ Sheriff\/ Supplies, Jail TO: 001-017-00003\/Sheriff\/Salaries, Jail AMOUNT: $50,000.00<\/p>\n\n\n\n<p><strong>IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 234)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the TCAP Fund (Fund 234), to wit; FROM:&nbsp; \t234-001-00008\/ TCAP Grant\/GPS Services TO: 234-001-00007\/TCAP Grant\/Drug\/Alcohol Testing AMOUNT: $2,500.00<\/p>\n\n\n\n<p><strong>IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 003)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the General Health Fund (Fund 003), to wit;\tFROM: 003-001-00002\/ General Health\/Supplies TO: 003-001-00009\/General Health\/Other Expenses AMOUNT: $761.00<\/p>\n\n\n\n<p><strong>IN THE MATTER OF MODIFYING THE 2018 ANNUAL APPROPRIATION (FUND 052)<\/strong><\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2018 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Senior Center Fund (Fund 052), to wit;\tFROM: 052-001-00020\/ Senior Center\/Estate Bldg Fund TO: 052-001-99990\/Senior Center \/Real Estate Fees AMOUNT: $2227.84<\/p>\n\n\n\n<p><strong>IN THE MATTER OF AWARDING THE BID FOR THE VILLAGE OF PAULDING PHASE III OF THE VILLAGE\u2019S COMBINED SEWER SEPARATION PROJECT (PY 2018 CDBG RESIDENTIAL PUBLIC INFRASTRUCTURE PROGRAM)<\/strong><\/p>\n\n\n\n<p>WHEREAS, on October 31, 2018, bids were received for the Village of Paulding Phase III of Villages Combined Sewer Separation Project; and<\/p>\n\n\n\n<p>WHEREAS, after review of the aforementioned proposal, the Village of Paulding, Jones &amp; Henry Engineering, LTD., and Maumee Valley Planning Organization has recommended that the project be awarded to VTF Excavation, LLC, Celina, Ohio, in the amount of $4,163,540.45<\/p>\n\n\n\n<p>WHEREAS, that the Village of Paulding has received approval of an application for a construction loan from the Division of Environmental &amp; Financial Assistance (DEFA) with the Water Pollution Control Loan Fund (WPCLF).<\/p>\n\n\n\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby award the PY 2018 Village of Paulding Phase III of the Village\u2019s Combined Sewer Separation Project to VTF Excavation, LLC, Celina, Ohio in the amount of $4,163,540.45. &nbsp;<\/p>\n\n\n\n<p><strong><em>Meeting Notes of Appointments<\/em><\/strong><\/p>\n\n\n\n<p>\u2022 Joe Burkard, County Prosecutor \u2013 Mr. Burkard discussed the county\u2019s budget for 2019; and tax exempt status for the hospital\u2019s property tax bill.<\/p>\n\n\n\n<p>\u2022 The Commissioners attended a Land Bank Meeting in the conference room in the basement of the Courthouse.<\/p>\n\n\n\n<p>\u2022 Travis McGarvey, County Engineer \u2013 Mr. McGarvey discussed the health insurance policy for the Engineer\u2019s office with the Commissioners.&nbsp; Mr. McGarvey explained that there is a bridge out on Road 82. We are going to set boxes on Friday. We\u2019ll start the Road 179 project next week. They are going to open the dam, then after 2-3 weeks the water level will go down.&nbsp; Roads 191 and 140 (Cooper Road) needs a guard rail, then that will be opened. The county garage will be getting salt delivered next week. The State will continue to inspect the Melrose state culvert on a yearly basis.<\/p>\n\n\n\n<p>\u2022 At 10:45 a.m., the Board of Commissioners left to view contents at the Parc Lane garage on Fairground Drive.&nbsp; Some of the unneeded contents for the county will be listed for sale on Gov.Deals. At the discretion of Deb Guilford, Board of DD Superintendent, any remaining contents will be advertised for viewing and sealed bids.<\/p>\n\n\n\n<p>\u2022 Judy Wells, EMA Assistant and Ed Bohn, EMA Director met with the Commissioners to discuss EMA year end business. Mr. Bohn noted that we\u2019re still working on the mitigation plan.&nbsp; He will be working on wrapping up the remaining seven entities between now and the end of year. The hydrant is out of service at the training facility.The Fire Marshall\u2019s grant opened up Monday to apply for the renewal of user fees for 2019 and any additional radios that they feel they need. I\u2019ve encouraged the Fire Chiefs to apply for this grant. That\u2019s one benefit that the money is set aside for training and equipment. The Homeland Security grant with the mass casualty trailer was approved. It will be made available for where ever it needs to be. The Health Department trailer is only used at the fair.&nbsp; EMA will utilize that as a shelter trailer with 50 cots and bedding from the Red Cross. The Health Department will be paying 50\/50 with EMA for the cost of the trailer. It had to be repaired for water damage so we both agreed to share the cost. At the end of the year, Mr. Bohn commented that he will prepare a report for accomplishments and how to move forward in 2019. There are going to be cuts, from the fall conference. FEMA is preparing for more recovery measures.&nbsp;<\/p>\n\n\n\n<p>\u2022 Sandy Kessler, MVPO presented a recommendation for the bid award for the Village of Paulding Phase III Combined Sewer Separation Project.
