In attendance were: Ann Pease, Carol Temple, Lou Ann Wannemacher, Claudia Fickel, Michelle Stahl, Deb Guilford, Suzanne Rister, Tiffany Beckman, Michael Wehrkamp, Jason Landers, Dan Foust and Cindy Peters. <\/p>\n\n\n\n County Auditor, Ms. Fickel presented the 3rd quarter reports for 2018. Sales tax revenue to date through the month of September 2018 totaled $1,513.723.15, compared to $1,660,807.48 for the first nine months in 2017. Sales tax revenue for October 2018 was $175,689.04, which was down from September by $8,252.33 and up from October 2017 by $2,605.66. General Fund Receipts for the first nine months of 2018 were $5,226,804.21, which is up from 2017 3rd quarter by $218,039.04, while General Fund Expenses for the same time frame in 2018 were $4,773,480.23, which is down from 2017 third quarter by $51,100.39. Ms. Fickel also included bar graphs for general fund receipts and expenses along with five year comparison line graphs for sales tax revenue. The GIS project in the Real Estate Office has started. The fees will go up to help pay for the project. Fees for 2019 will remain the same for the next 4 years. The project will benefit the entire county.<\/p>\n\n\n\n County Treasurer, Ms. Wannemacher distributed her investment reports. Total Dollars Invested as of September 30, 2018, was $16,721,937.41. Ms. Wannemacher noted she had estimated interest income for 2018 at $130,000.00 and, as of September 30, the total was at $199,111.70. In late December, you should be getting tax bills in the mail. Delinquencies are right around 5%. Land Bank \u2013 Two demolitions have been completely landscaped. We own 18 properties. We have to have 14 of the 18 filed for reimbursement by December 18th. Ryan Bowman Excavating, Kohart Recycling and Noffsinger Excavating have bid to demolish the houses. Sidewalks are the only thing that remains. They have to reseed and landscaping is awarded by another bid process to landscape. We\u2019ve been awarded $350,000. We have to spend 75% within a year. Once we spend it, we get reimbursed. The Land Bank is a non-profit corporation that is set up by the county. Lou Wannemacher, Roy Klopfenstein, Tony Zartman, Greg White, and Mike Kauser sit on the board. We can only spend the money on target areas, which currently are only in the villages. <\/p>\n\n\n\n County Recorder, Ms. Temple reported that her office remains busy and she had one wind farm document that was 262 pages in length.<\/p>\n\n\n\n Deb Guilford, Board off DD \u2013 We have had a finance committee meeting to determine revenue and expenditures for 2019. We have plumbing that needs replaced estimated at $95,000. We are working with the bidding process for that. We also need to replace the lighting with the LED. There was a walk through with different rebate programs to offset that cost. The initial estimate is $45,000. We\u2019ve discussed before about equipment in the bus garage and getting rid of what we don\u2019t need or use to other county entities. Ditch maintenance does a lot to help. We have a hoist in the garage that we have no use for. We will set up a time for the Commissioners to view the items in the garage.<\/p>\n\n\n\n Michelle Stahl, Fiscal Officer Carnegie Library \u2013 We are replacing all the hot spot units and the big announcement is that Susan Pieper is retiring May 1, 2019.<\/p>\n\n\n\n Common Pleas Judge Beckman will be attending a death penalty seminar in April and voiced her opinion on Issue #1. VOTE NO ON ISSUE #1.<\/p>\n\n\n\n Clerk of Courts, Ann Pease \u2013 We have more criminal cases this year. We now have debit\/credit card machines in the Clerk of Courts and Title offices. We are getting ready to do electronic titling in the Title office thanks to Jim Schmidt Chevrolet. It has not been implemented yet. <\/p>\n\n\n\n Commissioner Tony Zartman informed the group that the Title Office Fund has offered funds to help the county in a variety of ways. Those funds have purchased a Sheriff\u2019s car, new carpet, office rent for Park District, new chairs for conference room, a new drink machine, new furniture in the BOE, and Juvenile furniture.<\/p>\n\n\n\n Judge Rister \u2013 Case numbers are up. It is pretty consistent with last year numbers, maybe a little higher. We are staying really busy. We cleaned the floor in the Probation Department and are cleaning closets. We will have 3 more metal desks after the first of the year if there is any county entity interested. We are experiencing some phone problems with the new system.<\/p>\n\n\n\n Dan Foust \u2013 Eagle Creek will be added to the Ditch Maintenance county maintenance program. A grant position was filled last month. We were awarded a $250,000 grant for fertilizer equipment. The annual election \u2013 board members are running unopposed. The current governor\u2019s proposal for 40 acres or larger, we need a nutrient management plan. We received grant dollars for native planting at the nature center. In the beginning, it will look a little unkempt. It will be sprayed and will look like wildflowers. <\/p>\n\n\n\n Sheriff Jason Landers – We\u2019re in the process of finishing our camera installation in the jail. We are working a 12 hour schedule on road patrol and hope to get back to an 8 hour schedule soon. We are monitoring our need for extra help in corrections. There is turnover with part-time workers in corrections. Tri-County Mental Health picked up the security tab for the invoice of an inmate that was in the hospital.<\/p>\n\n\n\n Judge Wehrkamp \u2013 Our delinquency\/unruly filings for 2018 are up 40 percent, excluding diversion cases. This has driven up detention and court-appointed attorney costs. In several cases, a parent or sibling has been the victim, which requires the appointment of a guardian ad litem. This too has added to higher court-appointed attorney costs. The Diversion Program is going well. If a child is unsuccessful in diversion, a formal complaint is filed in court. We are upgrading our technology with a $123,000 technology grant.<\/p>\n\n\n\n Commissioner Zartman informed the group that as we are going into budgets this year, we have witnessed a growing trend with increasing costs. Our expenses are increasing at a faster rate than our revenue. We have experienced additional expenses, such as out housing and additional appointed counsel charges. We have also supplemented health insurance and are paying more to the Engineer\u2019s Tax Map office. We have a mandatory computer upgrade coming up on all the computers in the courthouse. Lastly, we feel it is our duty to provide a living wage increase for our employees. You can see we have a lot of work to do on this side of the table. I would not expect your budget to see a significant increase; unless it\u2019s something that we\u2019ve already taken into account. Our next wind farm will be built in 2019; in which they become taxable as new revenue in 2021. <\/p>\n\n\n\n The next audit committee meeting will be held on January 30, 2019, at 11:00 a.m. in the Commissioners\u2019 Office.<\/p>\n\n\n\n Meeting Notes of Appointments<\/em><\/strong><\/p>\n\n\n\n \u2022 Joe Burkard, County Prosecutor \u2013 Mr. Burkard met with the Commissioners to discuss any issues within the County.<\/p>\n\n\n\n \u2022 Lou Wannemacher, County Treasurer \u2013 Ms. Wannemacher discussed Land Bank demolition and clean-up of properties with the Commissioners.<\/p>\n\n\n\n \u2022 Joe Hotz & Mike Karafa with Jones & Henry, Sandy Kessler & Marissa Lumbrezer, MVPO, Greg White, Ben Kauser, Annette Hasch, Village of Paulding; Brenda Aschemeier, Vernon Nagel; Bud Henke, EJ Prescott; Aaron Bate, VTF; Bret Liming, Tom\u2019s Construction; Sue Burrow, Underground Utilities; Greg White and Dave Burtch, Paulding Village Council; Jason Vance; Mitch Belisle, Etna Supply.
