{"id":22028,"date":"2018-05-18T16:52:59","date_gmt":"2018-05-18T20:52:59","guid":{"rendered":"https:\/\/www.westbendnews.net\/autonews\/?p=22028"},"modified":"2018-05-18T16:52:59","modified_gmt":"2018-05-18T20:52:59","slug":"paulding-county-commissioners-meeting-minutes-3-26-18","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-3-26-18\/","title":{"rendered":"PAULDING COUNTY COMMISSIONERS MEETING MINUTES 3\/26\/18"},"content":{"rendered":"<p>This 26th day of March, 2018, the Board of County Commissioners met in regular session with the following members present: Tony Zartman,Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk<\/p>\n<p><b>ALLOWANCE OF CLAIMS<\/b><\/p>\n<p>Warrants documented as 240951 through 241004 for County Bills were approved and certified to the County Auditor for payment.<\/p>\n<p><b>IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS<\/b><\/p>\n<p>WHEREAS, the Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order number and payment included in the Allowance of Claims on March 21, 2018, Warrants number 240852 through 240860 in the amount of $6837.00; and<\/p>\n<p>WHEREAS, it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and<\/p>\n<p>WHEREAS, pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore<\/p>\n<p>BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and<\/p>\n<p>BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<\/p>\n<p><b>IN THE MATTER OF AMENDING THE 2018 ANNUAL APPROPRIATION (FUND 024)<\/b><\/p>\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2018 Annual Appropriation by appropriating the following in the Permissive Tax Fund (Fund 024), to-wit; 024-001-00001\/Permissive Tax\/Expense AMOUNT: $2500.00<\/p>\n<p><b>IN THE MATTER OF AUTHORIZING THE COUNTY ENGINEER TO SELL SURPLUS EQUIPMENT AT PUBLIC AUCTION<\/b><\/p>\n<p>WHEREAS, pursuant to Ohio Revised Code \u00a7307.12, when the county has personal property, including motor vehicle, road machinery, equipment, tools, or supplies, that is not needed for public use, is obsolete, or is unfit for the use for which it was acquired, and when the value of the property to be sold exceeds two thousand five hundred dollars, the board may sell the property at public auction; and<\/p>\n<p>WHEREAS, Travis McGarvey, Paulding County Engineer, has the following equipment that has exceeded its useful life for the County Engineer\u2019s office operation; to-wit: 1900 East Aluminum Dump Trailer SN: 1E1D1S282LRD11738<\/p>\n<p>now, therefore; BE IT RESOLVED, that the Board of County Commissioners, pursuant to Ohio Revised Code, Section \u00a7307.12, does hereby authorize the Paulding County Engineer to sell the above-listed property at public auction.<\/p>\n<p><b>IN THE MATTER OF THE COUNTY COMMISSIONERS ASSOCIATION OF OHIO SERVICE CORPORATION (CCAOSC) WORKERS\u2019 COMPENSATION GROUP RATING PLAN AGREEMENT\u00a0<\/b><\/p>\n<p>WHEREAS, Section 4123.29 of the Ohio Revised Code permits the establishment of employer group rating plans in order to group the experience of employers for workers\u2019 compensation rating purposes; and<\/p>\n<p>WHEREAS, the County Commissioners\u2019 Association of Ohio (CCAO) acting through CCAOSC, its Service Corporation, as sponsoring organization within the meaning of Section 4123.29 and the regulations associated with same, establishes a group for the benefit of its membership for the purpose of obtaining a group rating pursuant to Section 4123.29 of the Ohio Revised Code and the name of the plan is CCAO Workers\u2019 Compensation Group Rating Plan referred to as the \u201cCCOA Group Rating Plan\u201d; now, therefore<\/p>\n<p>BE IT RESOLVED, that the Board of County Commissioners does hereby enter into a Workers\u2019 Compensation Group Rating Plan Agreement with CCOA Service Corporation as of July 1, 2018, for the purpose of achieving lower workers\u2019 compensation rates resulting in the establishment of safer working conditions and environments.<\/p>\n<p><b>IN THE MATTER OF ENTERING INTO AN AGREEMENT WITH EWING LANDSCAPE &amp; DESIGN<\/b><\/p>\n<p>BE IT RESOLVED, the Paulding County Board of Commissioners does hereby enter into an agreement with Ewing Landscape &amp; Design accepting a proposal for a sign structure and landscaping around the sign at the Jacob Eaton Children\u2019s Home; RESOLVED, the standard terms and conditions of the proposal are on file in the Commissioners\u2019 office.<\/p>\n<p><b>TRAVEL REQUEST<\/b><\/p>\n<p>\u2022 Jonathon Lichty \u2013 OSACVSO Winter Quarterly Meeting, Dublin, OH \u2013 March 1-2, 2018<\/p>\n<p><b><i>Meeting Notes of Appointments<\/i><\/b><\/p>\n<p>\u2022 Nick Martinez \u2013 Mr. Martinez presented an invoice to the Commissioners to begin replacing concrete walkways around the eastside of the courthouse.<\/p>\n<p>\u2022 Doug Cook \u2013 Mr. Cook presented a draft to the Commissioners of the sign structure design for the Jacob Eaton Children\u2019s Home. A resolution entering into an agreement with Ewing Landscaping accepting a proposal for sign construction and landscaping around the sign at Jacob Eaton Children\u2019s home was passed.\u00a0 (See resolution above)<\/p>\n<p>\u2022 Ed Bohn \u2013 EMA, Red Cross, Keith Parrill, Senior Disaster Program Manager\/Ohio Buckeye Region &#8211; Mr. Bohn, along with Mr. Parrill met with the Commissioners to discuss the Red Cross organizing a chapter here in Paulding County.\u00a0 Mr. Parrill commented that the Red Cross is completely neutral utilizing local resources, until we run out.\u00a0 We are not first responders. We have had more volunteers join the Red Cross in five months then we\u2019ve had in the last five years.\u00a0 Our disaster volunteers are not free labor. We test like crazy to make sure we\u2019re prepared. The State of Ohio is accountable for mass care. The Red Cross is pretty good at mass care.\u00a0 We have a national hotline.\u00a0 Our standards are to show up within an hour. The Red Cross\u2019 job is to make you look good.\u00a0 We are good at what we do.\u00a0 We lost volunteers. We went from 1100 to 600, some of which do not want to take the additional training. We don\u2019t do businesses, we do residential. As you get out to residential, we share our information with our partners. We track everything spent on the Red Cross. A lot of this is driven financially of what we are capable of and what we can do financially. We get the resources to you early, scale up early and scale up often. We don\u2019t have that many volunteers that live in Paulding County. In the next 60 days, you\u2019ll accept APPS on your phone to identify Red Cross shelters.\u00a0 Our ultimate goal is to take care of the client and protect our donor dollars. Client recovery is what the money is used for. We cannot be responsible for what people use the funds received for. We won\u2019t come to a scene unless you call us. The Red Cross is not going anywhere, but we are stepping back. Our emergency operations plan states that the Red Cross, for a disaster, will still be there. Commissioner Zartman commented to Mr. Parrill that he appreciates the Red Cross assisting our community.<\/p>\n<p>\u2022 Ed Bohn, EMA &#8211; Mr. Bohn continued a discussion with the Commissioners moving forward with Emergency Response Plan. Mr. Bohn will be meeting with the School Boards about the Emergency Response Plan. This allows for every responding agency to know where they need to be. They need to be able to become accustomed to having the response plan. All three school boards and one hundred fifty copies of the plan for the emergency responders in Paulding County total approximately $7000. Mr. Bohn advised the Commissioners that he is trying to get the grant funding reinstated.
