This 25th day of April, 2016, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Mark Holtsberry, and Nola Ginter, Clerk
\nALLOWANCE OF CLAIMS:<\/strong>
\nWarrants documented as 224249 through 224303 for County Bills were approved and certified to the County Auditor for payment.
\nTRAVEL REQUEST:<\/strong>
\nJonathon Lichty, OSACVSO Spring School Training, Independence OH \u2013 June 14-17, 2016
\nEXECUTIVE SESSION:<\/strong>
\nA motion was made by Mr. Mark Holtsberry to go into executive session at 8:03 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Roy Klopfenstein. All members voting yea.
\nAt 8:11 a.m. all members present agreed to adjourn the executive session and go into regular session.
\nIN THE MATTER OF SIGNING NOTES TO BORROW FUNDS:<\/strong>
\nThis 25th day of April, 2016, the Board of County Commissioners signed a general obligation note with the State Bank & Trust for the CIC #2. The note is for one year, with interest due on April 25, 2017.
\nEXECUTIVE SESSION:<\/strong>
\nA motion was made by Mr. Roy Klopfenstein to go into executive session at 10:00 a.m. with the Paulding County Hospital CEO and two Board Members to discuss legal matters. The motion was seconded by Mr. Tony Zartman. All members voting yea.
\nAt 10:40 a.m. all members present agreed to adjourn the executive session and go into regular session.
\nIN THE MATTER OF THE ROSEDALE ROAD JOINT DITCH:<\/strong>
\nThe Rosedale Road Joint Ditch was completed as a Conservation Works of Improvement project on October 14, 2015; and Deb Hubbard of the Paulding County Soil and Water Conservation District presented the Rosedale Road Ditch project summary; and by law, the Rosedale Road Joint Ditch has been inspected by the Paulding County Soil & Water Conservation District, meeting its construction standards and specifications, and is now required to be placed under County Ditch Maintenance. Now, therefore the Joint Board of County Commissioners of Defiance and Paulding Counties does hereby designate, based on the length of the improvement, Defiance County to maintain the Rosedale Road Joint Ditch; and Defiance County create a fund and designate line items to track the accounting of the Rosedale Road Joint Ditch Maintenance; and the current balance of $502.32 in the Rosedale Road Joint Ditch Fund (Fund 283) in Paulding County\u2019s Special Funds be transferred to Defiance County and used to maintain said ditch.
\nMeeting Notes of Appointments:<\/strong>
\n\u2022 Claudia Fickel, County Auditor \u2013 Ms. Fickel presented several questions regarding the updated travel policy, in particular meal reimbursement. She had done some investigating and discovered the 75% reimbursement for \u2018non-lodging\u2019 travel is considered a taxable benefit and will be added to wages on employees\u2019 W-2 for reporting purposes. If travel includes an over-night stay, meals are an allowable expense and not considered a taxable benefit.
\n\u2022 Marsha Yeutter, Senior Center \u2013 Ms. Yeutter met briefly with the Commissioners to obtain signatures on an agreement with the Red Cross allowing the Senior Center to be an emergency shelter. She also advised the Commissioners she has hired a driver. Ms. Yeutter noted she plans to apply for a United Way grant, requesting $6,000.00. Ms. Yeutter reminded the Commissioners the Senior Center volunteer recognition luncheon is today. She invited them to attend. Senior Day is May 17. Ms. Yeutter also extended an invitation for that event as well.
\n\u2022 Michelle Kitson, Antwerp Exchange Bank \u2013 Ms. Kitson presented the CIC #2 paperwork for signatures (see resolution above).
\n\u2022 Claudia Fickel, County Auditor \u2013 Ms. Fickel returned to meet with the Commissioners to present a copy of the IRS ruling (463) on business travel meal reimbursement. The ruling states meals reimbursed for same-day business travel shall be added to the employee\u2019s W-2 for tax reporting purposes. Ms. Fickel then questioned utilizing Lexis Nexis for debit\/credit card services in her office to collect dog tag fees. She offered to contact LexisNexis with questions regarding the machines.
\n\u2022 Rosedale Road Joint Ditch meeting \u2013 Tom Kime, Otto Nicely, and Ryan Mack, the Defiance County Commissioners; Tony Zartman, Roy Klopfenstein, and Mark Holtsberry, the Paulding County Commissioners; Stephanie Metz, Defiance County Commissioners\u2019 Clerk; Mick Britenriker, WLEB Nutrient Management Specialist; Jason Roehrig, and Kevin Hancock were present at this Joint Ditch meeting. Ms. Hubbard presented Paulding Soil & Water Conservation District\u2019s summary report on the Rosedale Road Joint Ditch. She reviewed the time line, estimate, bid, assessment totals, and the financial summary of the improvement project. She noted the ditch would need to be reviewed in July, 2016. (see resolution above).
\n\u2022 Defiance County Commissioners, Otto Nicely, Tom Kime, and Ryan Mack; Defiance County Commissioners\u2019 Clerk, Stephanie Metz; and Paulding County Commissioners\u2019 Clerk, Cindy Peters \u2013 The Auglaize River Sewer tap fees and other related matters were discussed.<\/p>\n","protected":false},"excerpt":{"rendered":"
