{"id":14158,"date":"2016-03-28T15:42:06","date_gmt":"2016-03-28T19:42:06","guid":{"rendered":"http:\/\/www.westbendnews.net\/autonews\/?p=14158"},"modified":"2016-05-12T15:44:23","modified_gmt":"2016-05-12T19:44:23","slug":"paulding-county-commissioners-meeting-minutes-32816","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-32816\/","title":{"rendered":"PAULDING COUNTY COMMISSIONERS MEETING MINUTES 3\/28\/16"},"content":{"rendered":"<p>This 28th day of March, 2016, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Mark Holtsberry, and Nola Ginter, Clerk<br \/>\n<strong>ALLOWANCE OF CLAIMS:<\/strong><br \/>\nWarrants documented as 223618 through 223684 for County Bills were approved and certified to the County Auditor for payment.<br \/>\n<strong>IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<\/strong><br \/>\nThe Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on March 28, 2016, Warrant numbered 223448 in the amount of $843.44; and<br \/>\nIt is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and Pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore The Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and<br \/>\nIt is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<br \/>\n<strong>IN THE MATTER OF AUTHORIZING THE PAULDING COUNTY ENGINEER TO ADVERTISE FOR BIDS FOR THE 2015 ROAD IMPROVEMENTS TR-60, TR-105 AND TR-110 (OPWC PROJECT):<\/strong><br \/>\nThe Board of County Commissioners does hereby authorize Travis McGarvey, Paulding County Engineer, to advertise in a paper of general circulation within the County for three consecutive weeks for bids for the 2015 Road Improvements TR-60, TR-105 and TR-110 Project.<br \/>\n<strong>Meeting Notes of Appointments:<\/strong><br \/>\n\u2022 Brian Shuherk, Solid Ground, LLC \u2013 Mr. Shuherk presented final plans for phase two of the Courthouse landscaping and lawn project. Materials to be used for the lattice work on the gazebo were discussed, as were the plans to raise the veterans\u2019 memorial several inches. Solid Ground\u2019s crew worked on the north side of the Courthouse last Friday afternoon, removing the row of cedar trees. They plan to grass the area up to the sidewalk. Mr. Shuherk submitted a contract and an invoice for half of the total amount for the project. The contract will be routed to the Prosecutor for approval as to form. Once the contract is approved, the invoice will be processed for payment.<br \/>\n\u2022 Lou Ann Wannemacher, County Treasurer \u2013 Ms. Wannemacher and the Commissioners discussed EFT (Electronic Fund Transfers) which a part of the cyber security policy. She presented a form she drafter for EFT procedure and approval. The Commissioners suggested she have the Prosecutor review the form. Ms. Wannemacher then shared a brochure she entitled \u201cMoney Talks\u201d. She designed the brochure which includes many interesting facts about currency. Ms. Wannemacher noted she would like to make the brochures available for school field trip participants.
