{"id":14152,"date":"2016-04-13T15:16:44","date_gmt":"2016-04-13T19:16:44","guid":{"rendered":"http:\/\/www.westbendnews.net\/autonews\/?p=14152"},"modified":"2016-05-12T15:22:54","modified_gmt":"2016-05-12T19:22:54","slug":"paulding-county-commissioners-meeting-minutes-41316","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-41316\/","title":{"rendered":"PAULDING COUNTY COMMISSIONERS MEETING MINUTES 4\/13\/16"},"content":{"rendered":"<p>This 13th day of April, 2016, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Mark Holtsberry, and Nola Ginter, Clerk<br \/>\n<strong>ALLOWANCE OF CLAIMS:<\/strong><br \/>\nWarrants documented as 223928 through 224048 for County Bills were approved and certified to the County Auditor for payment.<br \/>\n<strong>ALLOWANCE OF CLAIMS:<\/strong><\/p>\n<p>Warrant documented as 224049 for County Bills was approved and certified to the County Auditor for payment.<br \/>\n<strong>TRAVEL REQUEST:<\/strong><br \/>\n\u2022 John DeMuth, Judges 2016 Annual Summer Conference, Akron, OH \u2013 June 13-16, 2016<br \/>\n\u2022 Lou Ann Wannemacher, County Treasurers\u2019 Association Conference, Columbus, OH \u2013 May 16-19, 2106<br \/>\n<strong>IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<\/strong><br \/>\nThe Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on April 11, 2016, Warrant numbered 223877 in the amount of $1,295.84; and<br \/>\nIt is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County CommissionerS. Now, therefore The Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<br \/>\n<strong>IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<\/strong><br \/>\nThe Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on April 13, 2016, Warrant numbered 223969 in the amount of $19,712.00; and it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<br \/>\n<strong>IN THE MATTER OF AUTHORIZING THE DEFIANCE\/PAULDING COUNTIES CONSOLIDATED JOB AND FAMILY SERVICES DIRECTOR TO ENTER INTO AGREEMENT FOR BUILDING MAINTENANCE:<\/strong><br \/>\nThe Paulding County Department of Job and Family Services building at 252 Dooley Drive, Paulding, Ohio, is in need of maintenance on a regular basis; now, therefore the Board of County Commissioners does hereby authorize Corey Walker, Director of the Defiance\/Paulding Counties Consolidated Job and Family Services to enter into an agreement with Greg Griffiths, DBA Emerald Division, LLC, to provide maintenance for the 252 Dooley Drive, Paulding, Ohio, location.; and be it the effective date of said agreement shall be April 18, 2016, and will expire December 31, 2016, and will be in the amount of $450.00 per month.<br \/>\n<strong>Meeting Notes of Appointments:<\/strong><br \/>\n\u2022 Jason Lander, County Sheriff &#8211; Sheriff Landers met with the Commissioners to discuss furnishing the Courthouse security office. He suggested several office items (i.e. desk, file cabinets, phone, etc.) would be necessary. Mr. Landers provided an update of the equipment on order. He also noted he is taking care to preserve the historical value of the Courthouse. Sheriff Landers also presented his 2016 projection report for the first quarter of 2016.<br \/>\n\u2022 Kelly Tralongo, Lexis-Nexis &#8211; Ms. Tralongo met with the Commissioners, Lou Ann Wannemacher, and Ann Pease to present the credit\/debit card services Lexis-Nexis provides to government entities. She noted the Paulding County Treasurer and the Paulding County Sheriff are currently using Lexis-Nexis for their payment needs. She demonstrated the use of the \u2018readers\u2019 and how they would interface with transactions utilizing the internet. She explained that all debit card transactions would have a $2.00 fee per occurrence, while credit cards would have a minimum fee of $2.00 or 3% of the total amount (whichever is higher) per use. Ms. Tralongo noted offices would be supplied with the equipment necessary to perform the transactions. She also explained that the equipment can be set up to allow multiple users with exclusive function\/roles programmed for each user.
