{"id":13677,"date":"2016-03-02T09:07:47","date_gmt":"2016-03-02T14:07:47","guid":{"rendered":"http:\/\/www.westbendnews.net\/autonews\/?p=13677"},"modified":"2016-03-31T09:09:18","modified_gmt":"2016-03-31T13:09:18","slug":"paulding-county-commissioners-meeting-minutes-3216","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-3216\/","title":{"rendered":"PAULDING County Commissioners MEETING Minutes 3\/2\/16"},"content":{"rendered":"<p>This 2nd day of March, 2016, the Board of County Commissioners met in regular session with the following members present: Tony Zartman,\u00a0 Roy Klopfenstein, Mark Holtsberry, and Nola Ginter, Clerk<\/p>\n<p>ALLOWANCE OF CLAIMS:<\/p>\n<p>Warrants documented as 222947 through 222985 for County Bills were approved and certified to the County Auditor for payment.<\/p>\n<p>EXECUTIVE SESSION:<\/p>\n<p>A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:04 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Mark Holtsberry. All members voting yea.<\/p>\n<p>At 8:28 a.m. all members present agreed to adjourn the executive session and go into regular session.<\/p>\n<p>TRAVEL REQUEST:<\/p>\n<p>Sandee Buffington, Toledo District Meeting, Findlay, OH \u2013 March 4, 2016<\/p>\n<p>IN THE MATTER OF TERMINATING A MEMORANDUM OF UNDERSTANDING BETWEEN THE PAULDING COUNTY BOARD OF COMMISSIONERS AND THE PAULDING COUNTY ECONOMIC DEVELOPMENT, INC.:<\/p>\n<p>On January 22, 2014, the Paulding County Board of Commissioners signed a Memorandum of Understanding with Paulding County Economic Development, Inc., to employ Pamela Y. Miller as an office manager to work at the direction of Paulding County Economic Development, Inc., at its office; and<\/p>\n<p>Effective on this date, the Paulding County Board of Commissioners are terminating said agreement with Paulding County Economic Development, Inc., allowing the Paulding County Economic Development, Inc., to oversee its operations as its own entity; now, therefore<\/p>\n<p>The Board of County Commissioners does hereby terminate the Memorandum of Understanding dated January 22, 2014, with Paulding County Economic Development, Inc., resulting in the abolishment of the office manager position.<\/p>\n<p>Meeting Notes of Appointments:<\/p>\n<p>\u2022 Pam Miller and Joe Burkard, Prosecuting Attorney \u2013 A Memorandum of Understanding (MOU), effective January 22, 2014, allowed the Paulding County Board of Commissioners to employ Ms. Miller as an office manager to work at the direction of the Paulding County Economic Development, Inc., at their office. Terms of the MOU were such that the Paulding County Economic Development would reimburse Paulding County Board of Commissioners for all wages and benefits (hourly wages, sick leave, vacation, PERS, Ohio Bureau of Workers\u2019 Compensation, Medicare, and retirement) received by Ms. Miller. Upon her retirement, accumulated sick leave was to be paid by Paulding County Economic Development, Inc. out of its contingency savings account. The Commissioners have decided to end this MOU effective March 2, 2016 (see resolution above). Mr. Burkard expressed his thanks to Ms. Miller for attending today\u2019s meeting and then presented appropriate paperwork for Ms. Miller\u2019s completion as part of the procedure to terminate the MOU. He explained the reasoning behind the Commissioners\u2019 decision regarding the MOU, being to separate the office manager position from being under the County\u2019s employ to being an employee of the Paulding County Economic Development, Inc. Mr. Burkard further explained to Ms. Miller she has the right to a pre-separation conference tentatively scheduled for Monday, March 7, 2016, at 1:00 p.m. in the Commissioners\u2019 Office. He then provided Ms. Miller with a waiver form for her signature should she chose to waive her right for a pre-separation conference. Ms. Miller commented that she understands the reasoning behind the termination of the MOU, but was sad the decision was made at this time.<\/p>\n<p>\u2022 Travis McGarvey, County Engineer \u2013 Mr. McGarvey discussed up-coming road projects. He reported\u00a0 the transportation study for the Timber Road III wind farm project is complete. Mr. McGarvey attended a pre-construction\/post-construction meeting last week to review the road agreement for the project.<\/p>\n<p>\u2022 Ed Bohn, Paulding County EMA \u2013 Mr. Bohn reporting attending the Paulding County fire chiefs\u2019 meeting last night. He advised the group of future training exercises he has scheduled. Mr. Bohn also encouraged input from the fire chiefs for training exercises and he will do his best to accommodate. He was pleased that six of the eight fire chiefs attended the meeting. Mr. Bohn informed the Commissioners of a recent accident resulting in some leakage into a ditch. He was able to utilize the proper supplies for clean-up. Mr. Bohn discussed grant applications. He emphasized that collaboration efforts and the availability of leverage funds are important to securing a grant. Mr. Bohn noted he will be conducting a \u2018foam operations\u2019 class\/training. The training is for first responders and is being offered in conjunction with the LEPC functional exercise scheduled for April 2. Mr. Bohn noted\u00a0 Resource Solutions (Fremont, Ohio) is progressing on their work on Paulding County\u2019s Mitigation Plan. In an effort to inform county residents, Mr. Bohn checks weather bulletins from the internet every morning at 6:15 and he posts them on his face book. He then informed the Commissioners he will be instructing a grain rescue exercise for Cooper Farms at their Paulding and Fort Recovery sites. A grain bin simulator is being arranged for through the Ohio State University Extension office for use at the exercise. According to Mr. Bohn, the remaining debris from the Antwerp grocery store fire has been cleaned up.
