This 7th day of October, 2015, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein,\u00a0 Tony Zartman, Mark Holtsberry, and Nola Ginter, Clerk<\/p>\n
ALLOWANCE OF CLAIMS<\/strong><\/p>\n Warrants documented as 219641 through 219747 for County Bills were approved and certified to the County Auditor for payment.<\/p>\n EXECUTIVE SESSION<\/strong><\/p>\n A motion was made by Mr. Tony Zartman to go into executive session at 8:04 a.m. with the Paulding County Prosecutor to discuss legal matters.\u00a0 The motion was seconded by Mr. Mark Holtsberry.\u00a0 All members voting yea.<\/p>\n At 8:36 a.m. all members present agreed to adjourn the executive session and go into regular session.<\/p>\n IN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS<\/strong><\/p>\n The Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claim on October 5, 2015, Warrant numbered 219639 in the amount of $5,425.00; and it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<\/p>\n Meeting Notes of Appointments<\/strong><\/p>\n \u2022 Randy Ruge and Kyle Mawer, Paulding County Hospital; Larry Colley and Dave Phillips, Paulding County Ag\/Fair Board – Mr. Ruge presented a Memorandum of Understanding (MOU) between the Paulding County Commissioners and the Paulding County Hospital for emergency relocation of hospital operations in the event the hospital is rendered inhabitable. The hospital\u2019s suggestion is to utilize the fairgrounds and its\u2019 facilities, particularly the Ohio State Extension building.\u00a0 The Commissioners noted they lease the fairgrounds to the Paulding County Agricultural Society\/Fair Board.\u00a0 Therefore, any sub-lease agreement would need to be between the Agricultural Society\/Fair Board and the Hospital.\u00a0 Several areas of concern are:\u00a0 availability of back-up power, proximity to the hospital, adequate square footage, immediate availability of facility, etc.\u00a0 Mr. Colley was most concerned with the possibility of emergency use of the fairgrounds during the fair or Flat Rock Creek Fall Festival when the grounds would be occupied.\u00a0 He was concerned about evacuation efforts in a timely matter.\u00a0 The Commissioners suggested several other possible relocation sites for the hospital to consider.\u00a0 Mr. Ruge noted they have an emergency drill scheduled in January with a portable hospital unit from Toledo.\u00a0 He then discussed strategic planning efforts with county EMA and EMS squads.\u00a0 All agreed that an open line of communication with both entities is crucial for the well-being and life support of county residents.<\/p>\n \u2022 Ann Pease, Clerk of Courts – Ms. Pease met briefly with the Commissioners to discuss options for replacing the flooring in the Title Office.<\/p>\n \u2022 Lynn Mansfield – Ms. Mansfield announced a rife raffle, with proceeds going to the Paulding County Dog Kennel.\u00a0 She noted the drawing will be held on January 22, 2016.<\/p>\n \u2022 Travis McGarvey, County Engineer – Mr. McGarvey reviewed the \u2018no trespassing\u2019 signs to be posted at the county property north of US 24.\u00a0 The Engineer\u2019s Office will be making and installing the signs for the Commissioners.\u00a0 Mr. McGarvey reported he received \u2018salt\u2019 money from the state.\u00a0 He also noted the lay-over work on Co Rd 144 is going well.\u00a0 Mr. McGarvey said the improvements to the Rosedale Road Ditch is almost completed;
