{"id":10581,"date":"2015-02-19T16:22:42","date_gmt":"2015-02-19T21:22:42","guid":{"rendered":"http:\/\/www.westbendnews.net\/autonews\/?p=10581"},"modified":"2015-03-12T16:25:51","modified_gmt":"2015-03-12T20:25:51","slug":"paulding-county-commissioners-meeting-minutes-21815","status":"publish","type":"post","link":"https:\/\/www.westbendnews.net\/autonews\/paulding-county-commissioners-meeting-minutes-21815\/","title":{"rendered":"Paulding County Commissioners Meeting Minutes 2\/18\/15"},"content":{"rendered":"<p>This 18th day of February, 2015, the Board of County Commissioners met in regular session with the following members present:<br \/>\nRoy Klopfenstein, Tony Zartman, Mark Holtsberry, and Nola Ginter, Clerk<br \/>\nALLOWANCE OF CLAIMS:<br \/>\nWarrants documented as 214100 through 214265 for County Bills were approved and certified to the County Auditor for payment.<br \/>\nTRAVEL REQUEST:<br \/>\nMarsha Yeutter, AOoA Providers\u2019 Meeting, Toledo, OH \u2013 February 23, 2015<br \/>\nIN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<br \/>\nThe Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on February 11, 2015, Warrants numbered 213953 through 214092 in the amount of $5,091.37; and it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now, therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section \u00a7121.22 of the Ohio Revised Code.<br \/>\nIN THE MATTER OF APPROVING \u2018THEN AND NOW\u2019 PURCHASE ORDERS AND PAYMENTS:<br \/>\nThe Paulding County Auditor has certified the following \u201cThen and Now\u201d purchase order numbers and payments included in the Allowance of Claims on February 18, 2015, Warrants numbered 214120 through 214259 in the amount of $15,751.68; and it is certified that both at the time that the contract or order was made (\u201cthen\u201d), and at the time that the County Auditor is completing the certification (\u201cnow\u201d), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code \u00a75705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. The motion was seconded by Mr. Mark Holtsberry. All members voting yea.<br \/>\nAt 8:17 a.m. all members present agreed to adjourn the executive session and go into regular session.<br \/>\nMeeting Notes of Appointments:<br \/>\nLarry Colley and Lonnie Miller \u2013 Representing the Ad Society and the Sr. Fair Board, Mr. Colley announced the Farm Bureau and the Paulding County Area Foundation are joining resources to construct a 30 x 45 pavilion near the pump house at the Paulding County fair grounds. The Commissioners explained the County will own the building since it will be constructed on County property. The Paulding County Area Foundation and the Fair Board will need to draw up a lease agreement. A brief discussion was held on the possible rental of the building and liability issues.<br \/>\nNiki Warncke, Maumee Valley Planning Organization \u2013 Ms. Warncke conducted the first public hearing for the FY 2015 CDBG Home and OHTF Programs. In attendance were: Bill Strahley, Dennis Sanderson, and Ray Johanns (Jackson Township), Janet Stroup (Village of Melrose), Jerry Zielke (PCED), Marsha Yeutter (PC Senior Center), John Moon (Grover Hill), Lonnie Lytle, Lynn Noffsinger, and Neil Beining (Washington Township), and Roy Klopfenstein, Tony Zartman, and Mark Holtsberry (Paulding County Commissioners). Ms. Warncke distributed a Programs Overview flyer for review. She then further expalined the various programs and the amounts available for FY 2015. Each attendee received an application due by April 30, 2015, to Maumee Valley Planning Organization. Ms. Warncke reminded the group the projects chosen must be completed by December 31, 2016. She also encouraged those in attendance to call her at her office with any questions pertaining to LMI (Low to Moderate Income) qualifications, noting the income surveys are only valid for five (5) years. She reviewed the Community Development Programs that are competitive statewide, pointing out the projects that money may be used for. Ms. Warncke announced the next meeting will be in March (date to be announced later) and reminded the group the strategy plan would need to be completed by then..<br \/>\nLou Ann Wannemacher, County Treasurer \u2013 Ms. Wannemacher met with the Commissioners for her regularly scheduled monthly meeting. She presented the February sales tax report and noted a $12,570.53 increase from January. Ms. Wannemacher then reviewed the real estate tax collection report for calendar year 2104, payable in 2015. As of February 17, only 6% of the first half (2015) taxes are delinquent, which is much lower than in previous years. Ms. Wannemacher praised her staff for their quality work. Commissioner Zartman expressed his appreciation to the Treasurer\u2019s personnel for their hard work.<br \/>\nClaudia Fickel, County Auditor \u2013 Ms. Fickel met with the Commissioners for her regularly scheduled monthly meeting. She reported a healthy cash balance in the General Fund and noted settlement for the first half taxes should be done at the end of February. Ms. Fickel stated dog tag sales were up slightly from last year. She stated several dog owners expressed their appreciation for the reminder post cards that were mailed last month. Some admitted they might have forgotten to purchase tags and were glad to receive the reminder. Ms. Fickel noted the Dog Kennel Fund is strong again after a dip in 2014 from 2013. She then announced Homestead applications would be accepted until June. She also reported an extension for the audit had been approved. Training for Pictrometry will begin next week.<br \/>\nCorey Walker, Defiance\/Paulding County Consolidated JFS \u2013 Mr. Walker met briefly with the Commissioners to discuss Jacob-Eaton Children\u2019s Home maintenance issues.<br \/>\nJim Guelde \u2013 Mr. Guelde updated the Commissioners on the work to be done on the interior steps on the east and west sides of the Courthouse. He would like to begin soon and will let us know a couple of days ahead so we can alert the appropriate offices.
