<p class="">The Antwerp Village Council met on Wednesday, September 10, 2025, under the direction of Mayor Jan Reeb. Council members present included Jason Franks, Bill Boylan, Dean Rister, Bryan Smith, Bryce Steiner, and John DeVore III. Police Chief George Clemens, Administrator Brian Davis, Fiscal Officer Kevin Hornish, and Solicitor Brandon Grigsby were also in attendance.</p>



<p class="">Following approval of the August meeting minutes and financial reports, council recognized Greg Geyer of the Paulding County Veterans Service Office, who presented a proclamation designating Antwerp as a Purple Heart Village. Signs recognizing the designation will be installed at village entrances on SR 49 and old US 24. Mayor Reeb read the proclamation aloud, and council unanimously passed the resolution.</p>



<p class="">Council also heard from Gabe Oberlin, a landholder in the village, regarding his plans to build a home on Oswalt Street. Due to an unusual lot configuration, Oberlin requested that two parcels be combined to allow construction. Council passed Ordinance 2025-15 under emergency to authorize the combination of Parcel Nos. 12-30S-016-00 and 12-30S-015-00.</p>



<p class="">Multiple other emergency measures were also passed. Resolution 2025-16, which accepts a $54,500 donation from the Antwerp Community Improvement Corporation to assist with a recent property purchase, received its third and final reading and passed unanimously.</p>



<p class="">Council also passed Resolution 2025-17 under emergency to accept the amounts and rates from the Paulding County Budget Commission. Fiscal Officer Kevin Hornish explained that this annual measure certifies tax levies already approved by voters and must be filed by October 1.</p>



<p class="">Ordinance 2025-13 was passed as an emergency to comply with new statewide cybersecurity mandates. The ordinance prohibits ransomware payments, establishes incident reporting requirements, and sets deadlines for cybersecurity policy adoption. The village’s IT provider, Small Business Technologies, is working to implement technical requirements and provide staff training through the Ohio Plan insurance carrier.</p>



<p class="">Ordinance 2025-14 was passed as an emergency to finalize the annexation of property from Carryall Township into the village. The state requires formal adoption of an ordinance after the 60-day waiting period following county approval.</p>



<p class="">During new business, Davis informed council that Antwerp Rotary has agreed to serve as the financial conduit for donations to the Veterans Memorial Banner Project. He also addressed road maintenance issues, noting that street grindings intended for Shaffer Road were unexpectedly hauled away by a contractor. He will seek updated pricing for chip-and-seal treatment instead.</p>



<p class="">Davis reported that funding for engineering has been released through the Safe Routes to School program, allowing design work to begin on sidewalk improvements along Harrmann Road.</p>



<p class="">A significant discussion centered on upcoming EPA mandates concerning ammonia and nitrogen discharge limits at the wastewater treatment facility. Davis explained that even a new mechanical plant would not meet the standards. The only feasible option is to install a 10-inch forced main from the treatment facility to the Maumee River, at an estimated cost of $2 million. Engineering alone is projected at $339,000. An ordinance to authorize engineering will be introduced next month, with final passage expected in December.</p>



<p class="">Mayor Reeb announced that Trick-or-Treat will take place Saturday, October 25. The fire department will host a costume parade at 2:30 p.m., followed by judging at 3:00 p.m. at the fire station, and Trick-or-Treat will run from 5:00 to 6:30 p.m. The mayor’s court report will be presented at the next meeting.</p>

<p>The Village of Latty council recently held their September meeting recently. During the meeting Mayor Tom Sinn announced that as of December 31, 2022 he will be retiring and in doing so will resign from the mayor position.&nbsp; The council will work with their Solicitor Harvey Hyman on next steps. &nbsp;</p>



<p>Guests were present at the meeting at the request of council.&nbsp; Adam Panas, Community Development Planner was on hand to discuss a possible grant.&nbsp; Council has been collaborating with Maumee Valley Planning Organization to prepare a potential grant application for a street reconstruction project.</p>



<p>Also present was MetaLINK Technologies President and CEO Phil Maag.&nbsp; Maag presented the opportunity of bringing fiber optic internet services to the village.&nbsp; After much discussion the council voted 6-0 to allow a bid package to be assembled for the purpose of bringing fiber optic internet to Latty. &nbsp;</p>



<p>In other business the council:</p>



<p>• The County Engineer office will be placing signage around the village to warn semi-truck traffic that through traffic is not allowed inside the village limits.&nbsp; This action is in response to trains blocking the Highway 127 crossing for extended periods of time. &nbsp;</p>



<p>&nbsp;• Continued discussion on the railroad crossing on Alexander Street.&nbsp; Numerous attempts have been made to properly close the crossing and have safety barriers installed.&nbsp; Solicitor Hyman is working to legally resolve the issue.</p>



<p>• Council member Beth Stoller presented the council with a plan for the update of the village playground.&nbsp; Council reviewed the propsals and will start moving forward with the project and finding funds for the project. &nbsp;</p>



<p>• Council member Kirk Stoller updated the board on the installation of the new scoreboard at the Latty baseball field.&nbsp; The scoreboard, that was donated by Stoller Honey Farms/Kirk Stoller, will be installed in the next month. &nbsp;</p>



<p>• Council noted that a contract price is in place the Paulding County Engineer office to have a stone berm established in the coming month along Lewis Street , from Third Street to Railroad Street.&nbsp;</p>



<p>• Discussion continued about acquiring a new mower for 2023 village mowing. &nbsp;</p>

<p>On August 1, the police department received a complaint in the 500 block of main street for junk and trash, the resident received a nuisance complaint.</p>



<p>On August 2, the police department received an alarm at a downtown business, prior to arriving the business contacted the office and stated it was a false alarm.</p>



<p>On August 2, a resident reported that they were being threatened by an individual. A report was prepared, and followed up with a complaint warrant and the individual was arrested.</p>



<p>On August 2, the Antwerp Police Department received a report of an unwanted individual at one of the churches. An officer arrived, the individual left without incident and was told not to return. </p>



<p>On August 3, a motor vehicle accident was reported on Buffalo St. Officer responded and prepared a report.</p>



<p>On August 4, a landlord requested a background on a potential tenant.</p>



<p>On August 4, the police department received an alarm at a downtown business, officer responded and found business secured contacted owner.</p>



<p>On August 5 a resident of E. Daggett St. called and reported someone trespassing on their property, officer responded and explained he wasn’t allowed to return. A report was forwarded to the prosecutor&nbsp;</p>



<p>On August 6 an individual with a warrant was located in the Village of Antwerp, when the officer attempted to arrest the individual, the individual fled on foot. The individual was located a few days later and arrested&nbsp;</p>



<p>On August 6 Antwerp Police Department assisted the Paulding County Sheriff Department with the arrest of an individual on Canal St.</p>



<p>On August 6 a business owner contacted Antwerp Police Department about a suspicious person that frequents the business</p>



<p>On August 6, an individual with a suspend operator’s license was seen driving on N. Main St. The driver was stopped and cited for the 3rd time and the vehicle was towed&nbsp;</p>



<p>On August 7 a resident reported that someone had enter their vehicles and also stole a bicycle from the residence. Antwerp Police Department investigated the call, a suspect was determined and a report forwarded to the prosecutor for charges</p>



<p>On August 7 an individual called in reference to obtaining personal items from his girlfriend’s home, the officers provided him with the necessary information</p>



<p>On August 8 a resident reported that children were playing in the street on Woodcox and Madison. An officer responded and located several children in the street. The parents were contacted and told to not allow the children to play in the street.</p>



<p>On August 9 a suspicious vehicle was reported at the park. Officer located the vehicle and determined that someone was just temporarily parking there&nbsp;</p>



<p>On August 10 Antwerp Police Department assisted Paulding County Sheriff locating individual with a warrant for his arrest and arrested the individual</p>

<p><strong>ALLOWANCE OF CLAIMS:</strong></p>



<p>Warrants documented as 250571 through 250634 for County Bills were approved and certified to the County Auditor for payment.</p>



<p><strong>IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS</strong></p>



<p>WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on April 3, 2019, Warrants numbered 250435 through 250454 in the amount of $996.26; and</p>



<p>WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on April 8, 2019, Warrant numbered 250555 in the amount of $31,866.00; and</p>



<p>WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and&nbsp;</p>



<p>WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore</p>

<p>A motion was made by Mr. Mark Holtsberry to go into executive session at 8:00 a.m. with the County Prosecutor to discuss legal matters.&nbsp; The motion was seconded by Mr. Tony Zartman.&nbsp; All members voting yea.</p>



<p>At 8:15 a.m. all members present agreed to adjourn the executive session and go into regular session.</p>

<p><strong>Meeting Notes of Appointments:</strong></p>



<p>• A concerned citizen noticed while out walking along the fairgrounds that there is a lot of ATV, dirt bike and truck traffic mudding at the backside of the fairgrounds, along with tracks in the grassy area at the nature center.&nbsp; Commissioner Zartman will be informing the Fair Board. &nbsp;</p>



<p>• Board of Elections – Dave Cline, Brandon Wobler, and Stan Harmon, Board Members updated the Commissioners on new voting machines and security.<br></p>

<p><strong>IN THE MATTER OF ENTERING INTO AN ENTERPRISE ZONE AGREEMENT WITH MANSFIELD WELDING, LLC&nbsp;</strong></p>



<p>WHEREAS, Mansfield Welding, LLC is desirous of maintaining and expanding their operations in Oakwood, Ohio, with additions to real property and the addition of employment opportunities in the Enterprise Zone provided the appropriate development incentives are available; and</p>



<p>WHEREAS, Brown Township Trustees of Paulding County is desirous of providing Mansfield Welding, LLC, with tax incentives pursuant to Chapter 5709 of the Ohio Revised Code; and</p>



<p>WHEREAS, Paulding County, having the appropriate authority for the stated type of project is desirous of providing Mansfield Welding, LLC., with the incentives available for the development of the aforementioned Project in said Enterprise Zone under Chapter 5709 of the Ohio Revised Code; now, therefore</p>



<p>BE IT RESOLVED, that the Board of County Commissioners does hereby enter into an Enterprise Zone Agreement with Mansfield Welding, LLC, located at 20027 SR 613, Oakwood, OH&nbsp; 45873 as set forth in said Agreement on file in the County Commissioners’ office.</p>



<p>Meeting Minutes of Appointments</p>



<p>• Joe Burkard, County Prosecutor – The Commissioners briefly discussed the capital asset policy with Mr. Burkard.&nbsp; They will be obtaining assistance from Matt Miller, the Assistant Prosecuting Attorney on this project.&nbsp; Mr. Burkard also informed the Board that he and Ms. Wannemacher held a Land Bank presentation at the local Kiwanis meeting.&nbsp; There were a lot of positive comments within earshot from members.</p>



<p>• Jerry Zielke, Economic Development Director – Mr. Zielke met with the Commissioners to discuss Economic Development updates.&nbsp; Mansfield Welding LLC has requested an enterprise zone tax abatement.&nbsp; Mr. Zielke also inquired about the Economic Development banquet theme this year.&nbsp; The Commissioners were in agreement in using the Vision Board theme.&nbsp; Mr. Zielke has been extremely busy.&nbsp; He has been working with North West State Community College and Vantage and working toward converting one of the rooms in the innovation center to an upscale learning center so that they are able to start holding classes there.&nbsp; Mr. Zielke noted that he would like to get the room done by the end of the year.</p>



<p>• Theresa Lehman – Village of Haviland – Ms. Lehman pointed out her view of the decline of Haviland Village and what can be done to turn it around.&nbsp; The Commissioners informed Ms.&nbsp; Lehman that she should go to the village council meeting and present her concerns to the council as the Commissioners do not have governing authority over the village.</p>



<p>• Travis McGarvey, County Engineer – Mr. McGarvey informed the Commissioners that on county road 179 – Spectrum moved their facilities from the area so that the contractors can come in and work late last week.&nbsp; We should get to this project at the end of this week into next week with stabilization to build the shoulder back up.&nbsp; He also noted that the Eagle Creek-Wilson Ditch is progressing quite well and will go on maintenance.&nbsp; Once finished, we will combine the two.&nbsp; Paving contracts working; cold mix today and hot mix paving.&nbsp; County road 103 is open again; the intersection is straight now.&nbsp; County road 179 from Charloe past the quarry – that stretch will get asphalt.&nbsp; McGarvey informed the Commissioners that the wind farm has been challenging with trucks not sticking to the routes that they are supposed to be on.&nbsp; Because of the size, they can’t use the same route as in the past.&nbsp; They are not maintaining the roads, making them a safety issue.&nbsp; Some roads are damaged beyond the scope of what we can fix.&nbsp; We have marked out in paint and a spreadsheet sent to EDPR last week.&nbsp; We are waiting to hear from them regarding repairs.&nbsp; There are 3 miles that aren’t even on our maps.&nbsp; The maps that are in the agreement are different than the maps that they gave us at the Black Swamp.&nbsp; They put a tower on 106 that’s not even on the map.&nbsp; We just asphalted a road that wasn’t on the plan.&nbsp; &nbsp;</p>



<p>McGarvey also advised that he has a county road in Harrison township, east of Payne that does not connect to anything county related.&nbsp; It is getting paved this year.&nbsp; We would like to work with Harrison township on a possible swap.</p>



<p>• Ed Bohn, EMA Director – Mr. Bohn pointed out that there is supplemental money for EMPG.&nbsp; We can submit $14,000 in bills and get $7000 back.&nbsp; I still can’t get them to guarantee additional monies.&nbsp; President Trump took over 2 Billion out of FEMA for the wall.&nbsp; Marcs radios have gone out for bid-that’s eleven more radios for the Sheriff’s office.&nbsp; In collaboration with Defiance, Williams, Paulding, Putnam, other funding we submitted as a group 6 gators (two for each corridor) The premise – the turnpike did not want the same problem with not being able to get through.&nbsp; Mass casualty trailer is a regional asset that will be housed in Paulding County – the project has been approved.&nbsp; The last of the radios for EOC, the Sheriff’s office-that project will be finished next year.&nbsp; Mr. Bohn is working with Antwerp EMS on a $5000 rehabilitation grant.&nbsp; Rehab equipment includes cooling chairs, misters (sits on 5000-gallon cooler of ice); cots, 10&#215;20 canopy, coolers, 5-gallon water jugs, sporting cooling towels.&nbsp; They are still telling people to apply for this grant in North West Ohio.&nbsp; Lastly, the training facility-the committee built the movable walls.&nbsp; I meet with Aaron this afternoon to get the pallet cradles in place.&nbsp; We got the thermo-couplers to install and Thursday after work we’ll install the probes.&nbsp; We are then going to say it is available for live fire burning.&nbsp; We signed a contract with Vantage.&nbsp; We have two dates for the building and one date for the propane.&nbsp; Bryan will be using our facility until theirs is re-built.&nbsp; The Van Wert fire chief came with Vantage and he is interested once we have the green light.&nbsp; They can see the benefit of the training facility.<br></p>The post <a href="https://www.westbendnews.net/autonews/paulding-county-commissioners-meeting-minutes-4-10-19/">PAULDING COUNTY COMMISSIONERS MEETING MINUTES 4/10/19</a> first appeared on <a href="https://www.westbendnews.net/autonews">West Bend News</a>.]]></content:encoded>

										<content:encoded><![CDATA[<p>The meeting began at 7:00 p.m. with the Pledge of Allegiance. Mayor Kelsey, Clerk-Treasurer Cummins as well as Councilmen Watts, Voirol, Gerig, and Renner were in attendance. Superintendent Walls, Chief Parker, and Councilman Martin were not in attendance. Kaleb with 2DS was also present.</p>



<p>The meeting began at 7:00 p.m. with the Pledge of Allegiance. Mayor Kelsey, Clerk-Treasurer Cummins, Superintendent Walls, Chief Parker, as well as Councilmen Voirol, Gerig, Watts, and Martin were in attendance. Councilman Renner was not present. Kristi with Sturtz Public Management, Nathan with Jones Petrie Rafinski, and Elissa with the Department of Planning Services were also present.</p>



<p>The mayor opened the meeting with the public hearing at 7:00 p.m. regarding the Mainstreet Streetscaping, or project # 1 of 3 of the Stellar Projects. Kristi facilitated this public hearing which is the first of two public hearings that will occur for the Mainstreet Streetscaping portion of projects. She presented relevant information and had Nathan present information as well. The floor was opened to the public and audience members were encouraged to comment. Carol spoke as a board member of the NewAllen Alliance, speaking in favor of these Stellar projects for our community. Elissa with Allen County Department of Planning Services mentioned that this is an important opportunity in Northeast Indiana and that it speaks well of our area that multiple groups can work so well together. The mayor asked the council to reach out to the community, in particular the residents that will be directly impacted by the proposed project. Councilman Voirol asked about a few components of the project and what costs would be involved. The public hearing was closed at 7:17 p.m.</p>



<p><strong>Chief’s Report:</strong></p>



<p>The police chief presented figures for July for the Woodburn Police Department. The new squad came in last week and is currently being outfitted by CopsGear. Officer Cowan has considered the department’s needs for ammunition for the remainder of the year and the requested purchase was approved at the Board of Works meeting this evening. Two new laptops for the squad cars were also approved and will be spent out of already appropriated funds. There is a high probability that Officer Crabtree will move on to another agency. An advertisement will be prepared for his potential replacement. The shooting range is in final process of being donated to the city by the Potts’ family. The city appreciates the contribution to our police department.&nbsp;</p>



<p><strong>Superintendent’s Report:</strong></p>



<p>IDEM is potentially making the city remove additional material on the outermost layer at the lagoon ponds, where wastewater doesn’t actually flow. Right now options are being considered. On the other side of that consideration, the clay liner looks good and hopefully the removal process will not require a large depth to relocate. Last Friday, Jackson finished the influent and this constitutes substantial completion. The one year warranty will begin on that day. The clerk-treasurer will get with Commonwealth to determine what values to submit to Selective for insurance purposes.</p>



<p><strong>Mayor’s Report:</strong></p>



<p>The mayor went over information regarding the Community Crossings Grant that will resolve in the near future. The mayor retrieved a quote from Mudrack Tree Service for a resident that has a tree in the city right-of-way that is impacted by aphids. This cost is $315 this year and another $280 next year. After discussion, Councilman Watts moved to proceed as proposed, second by Councilman Voirol, all present in favor. The mayor presented information from BrightPoint, which facilitates grant funding for home repairs to low income households. INDOT updated the piano keys at the crosswalk at Bull Rapids and Main when they went through to stripe last week. The solar project at the water plant is about to begin and finish in the next several weeks. The mayor went over details with A &amp; Z Engineering regarding Stellar project # 2 of 3, Sidewalk and Trails, and presented information to the Council. The mayor asked that the council consider attending meetings for the potential fire territory.</p>



<p><strong>Clerk-Treasurer’s Report:</strong></p>



<p>The meeting minutes were presented from the August 5th meeting. After discussion, Councilman Gerig moved to accept the minutes from the meeting on August 5th as presented, second by Councilman Voirol, all present in favor. Warrants were presented. After inspection, Councilman Voirol moved to pay the warrants as presented, second by Councilman Gerig, all present in favor. The clerk-treasurer suggested that an average annualized wage be calculated for the combined employees of the City, not including Board of Works or Council members, and consider in the budget a 3% cost of living adjustment based on that average. Additional thoughts were encouraged and shared. After discussion, it was determined to write in a 3% across the board cost of living adjustment for 2020. Final decisions will occur at a future meeting.</p>



<p><strong>Councilmen’s Report:</strong></p>



<p>Councilman Martin wanted clarification about the city’s nuisance ordinance.</p>



<p><strong>Audience:</strong></p>



<p>Elissa presented information about changes to the county’s process to consider potential abatements and articulated the differences between the old language versus what has been proposed. This topic was considered by the city’s attorney and actualized in the form of Ordinance 19-1373. After discussion, Councilman Watts moved to read Ordinance 19-1373 (Modify ERA Designation Requirements) by title only, second by Councilman Voirol, all present in favor. Councilman Watts moved to accept the first reading of Ordinance 19-1373, second by Councilman Voirol, all present in favor. Any additional readings will occur at a future meeting in order for the Council members to consider its content more fully.</p>



<p>Councilman Watts moved to adjourn the meeting, second by Councilman Voirol, all present in favor. Meeting was adjourned at 8:42 p.m.</p>

<p>Mayor’s Report: The mayor would like to extend an offer of full-time employment to Officer Zachary Crabtree to begin May 6th. The mayor facilitated a swearing in ceremony at the Board of Works meeting earlier this evening for Officer Dager as a new reserve, Officers Cowan and Roth as part-time officers and the promotion of Officer Parker to Police Chief of the Woodburn Police Department. The mayor discussed details with the council regarding updates to the Community Crossings project to begin approximately the last week of May. Portions of this project will coincide with the other water main project facilitated by Wessler. The mayor mentioned that the progress of the mechanical plant is behind currently.</p>



<p>Clerk-Treasurer’s Report: The meeting minutes were presented from the April 1st meeting. After discussion, Councilman Gerig moved to accept the minutes from the meeting on April 1st as presented, second by Councilman Watts, all present in favor. Warrants were presented. After inspection, Councilman Watts moved to pay the warrants as presented, second by Councilman Voirol, all present in favor. The clerk-treasurer presented information to the council regarding the combined asset management proposal by BakerTilly (formally Umbaugh) and Commonwealth. After discussion, there was no intention to proceed with this proposal at this time. The clerk-treasurer presented documents that Kristi Sturtz had provided via email with a layout of events involved with the landscaping portion of projects through 2020.</p>



<p>Councilmen’s Report: Nothing to report.</p>



<p>Audience: Kaleb with 2DS brought information for the council’s consideration regarding additional IT needs. After discussion, Councilman Watts moved to proceed with the 2DS proposal as presented, second by Councilman Voirol, all present in favor. A resident inquired as to why a fence is potentially going to go up at the police department. Councilman Watts explained why he felt that this was a needed addition for officers. A resident mentioned that Mainstreet will partnership with McDonalds on May 2nd as well as a ‘Sweep the Street Saturday’ throughout the whole city on June 1st. She also asked why the office hours of city hall had been changed. The clerk-treasurer explained that there was a new need to take deposits outside of the city limits and the office hours were changed to accommodate this need. Given that it is a work in progress, hours may change again in the future based on community input.</p>

<p><strong>IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS</strong></p>



<p>WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on April 1, 2019, Warrant numbered 250429 in the amount of $213.12; and</p>



<p>WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and&nbsp;</p>



<p>WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore</p>

<p><strong>IN THE MATTER OF ALLOWING USE OF AN EMPLOYEE DISHONESTY AND FAITHFUL PERFORMANCE OF DUTY COVERAGE DOCUMENT RATHER THAN A SURETY BOND</strong></p>



<p>WHEREAS, House Bill 291 was signed into law on December 20, 2018 and became effective March 20, 2019; said law authorizes the use of an “employee dishonesty and faithful performance of duty policy” instead of individual surety bonds for officers, employees, and appointees who are otherwise required by law to give bond before entering upon the discharge of duties; and</p>



<p>WHEREAS, in accordance with Ohio Revised Code §3.061, the Board of Commissioners must adopt a policy by resolution to allow use of an employee dishonesty and faithful performance of duty coverage document rather than a surety bond to cover loss by fraudulent or dishonest actions of employees and failure of employees to faithfully perform duties; the following shall apply to the policy:</p>



<p>(1)&nbsp; An officer, employee, or appointee shall be considered qualified to hold the office or employment, without giving bond, on the date the oath of office is taken, certified, and filed as required by law.&nbsp;</p>



<p>(2)&nbsp; Officer, employee, or appointee shall be entitled to enter upon the duties of the office or employment when the policy is in effect.&nbsp;</p>



<p>(3)&nbsp; All officers, employees, or appointees who would otherwise be required to file a bond before commencing the discharge of duties shall be covered by and are subject to the employee dishonesty and faithful performance of duty policy instead of a surety bond requirement.&nbsp;</p>



<p>(4)&nbsp; The coverage amount for an officer, employee, or appointee under an employee dishonesty and faithful performance of duty policy shall be equal to or greater than the maximum amount of the bond otherwise required by law.</p>



<p>(5)&nbsp; Elected officials, prior to taking the oath of office and holding office, shall obtain approval of the intent to use the county’s CORSA coverage agreement and affirm that the county’s coverage complies with ORC §3.061.&nbsp; Said approval shall be obtained by the Board of Commissioners of Paulding County.</p>



<p>WHEREAS, Paulding County’s “employee dishonesty and faithful performance of duty policy” through the CORSA coverage document complies with ORC §3.061; and</p>



<p>NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Paulding County, Ohio hereby authorize the use of the county’s “employee dishonesty and faithful performance of duty policy” instead of individual surety bonds for officers, employees, and appointees who are otherwise required by law to give bond before entering upon the discharge of duties.</p>



<p><strong>IN THE MATTER OF DECLARING APRIL CHILD ABUSE PREVENTION MONTH</strong></p>



<p>WHEREAS, every child deserves to grow and learn in a safe and loving home; and</p>



<p>WHEREAS, last year alone, more than 19,000 confirmed reports of child abuse and/or neglect were recorded in Ohio, equating to approximately one report every 27 minutes; and</p>



<p>WHEREAS, the Ohio Children’s Trust Fund has launched the #EverydayOhioHereos campaign to encourage individuals to reflect on the number of children that are abuse/neglected every date in our own community and how we can be heroes in the eyes of a child-one simple act of encouragement at a time; and</p>



<p>WHEREAS, child abuse and neglect are a community problem that depend on involvement among all people throughout the community; and</p>



<p>WHEREAS, Ohio recognizes the heroes in parents, family members, educators, social service professionals, CASA volunteers, public officials and faith-based organizations who share the responsibility to protect our youth and to ensure that children are safe and can grow up without fears of abuse and neglect, to realize their full potential; and</p>



<p>WHEREAS, Ohio now calls on all Ohioans to be Everyday Heroes in preventing child abuse and neglect through simple acts; and</p>



<p>WHEREAS, through strengthening families and communities, Ohioans are making positive differences in the lives of our children that will ultimately result in a brighter future for our state.</p>



<p>NOW, THEREFORE, BE IT RESOLVED, we the Board of Commissioners of Paulding County, Ohio declare April as CHILD ABUSE PREVENTION MONTH.</p>



<p><strong>IN THE MATTER OF AMENDING THE 2019 ANNUAL APPROPRIATION (FUND 054)</strong></p>



<p>BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2019 Annual Appropriation by appropriating the following in the CCCP Fund (Fund 054), to-wit; 054-001-00001/CCCP/Computer Fund AMOUNT: $50,000.00</p>



<p><strong>Meeting Notes of Appointments</strong></p>



<p>• Marsha Yeutter, Senior Center Director – Ms. Yeutter met with the Commissioners to update them on the hiring and training of new staff drivers.&nbsp; She also presented the Senior Center’s payroll and Title III B and Title III C for nutrition and transportation grants for signature.&nbsp; &nbsp;</p>



<p>• Claudia Fickel, County Auditor –Commissioner Klopfenstein opened the meeting sharing with Ms. Fickel that there will not be an increase in her budget at this time.&nbsp; Commissioner Holtsberry noted that he would like to revisit this conversation while Commissioner Zartman informed Claudia about previous conversations about budget issues.&nbsp; I understand that you feel you desperately need help, but I think that there are ways to work together.&nbsp; Ms. Fickel pointed out that one of you said that it was my request for funding that position; you thought I was going to pick up the cost of that position.&nbsp; Commissioner Klopfenstein noted that we talked about the cost savings.&nbsp; Ms. Fickel added that there would be somewhat of a savings and that will go toward that new person.&nbsp; Obviously that position was okay.&nbsp; How can you not give me funding for a position that we’ve already discussed?&nbsp; Commissioner Klopfenstein expressed that the savings of the lower pay scale would go towards the part time person.&nbsp; I don’t remember an additional amount going toward that.&nbsp; Commissioner Zartman commented that I think you’ve hired individuals who are familiar with accounting practices.&nbsp; Ms. Fickel added that getting to know the funds and the flow of paperwork take time.&nbsp; Our payroll has increased tremendously, vouchers and workload has increased. &nbsp; Commissioner Klopfenstein noted that he will look at the budget again in July.&nbsp; Commissioner Zartman added following up with how the budget is looking at that time is a necessity.&nbsp; Ms. Fickel added that she doesn’t understand why you gave a non mandated office a full year.&nbsp; Commissioner Klopfenstein informed Ms. Fickel that I don’t want to lose matching funds with Agriculture and with the potential issues with our septic systems.&nbsp; I think that could potentially affect a lot home owners in our county.&nbsp; I supported SWCD so that they did not lose matching funds.&nbsp; Commissioner Zartman reiterated that the cost savings that you would save would help fund the part time position.&nbsp; Ms. Fickel remains firm that she still needs to retain additional staff in her office.</p>



<p>• Michael Schweinsberg, Nicole Six, OSU Relationship Manager; Bill Phillips, OSU Office of the Chief Information Officer, Bruce Clevenger, Ed Phillips, Phillip Jackson, IT Manager for Paulding County –Mr. Phillips began the discussions about the Ohio State University Network. &nbsp; He commented that we know we have strong relationships with the county commissioners and in some cases there is a lot of money that exchanges hands.&nbsp; How can OSU better partner with the county as we look to move forward?&nbsp; Our end game is we’re trying to develop this common platform moving forward.&nbsp; Is there anything we’re doing today that is causing issues?&nbsp; We’ve untethered everything.&nbsp; We’ll go completely wire-less with very few wired connections.&nbsp; We are going to IP based technology.&nbsp; We are going to skype statewide and we use a lot of zoom.&nbsp; My job is to find out what’s working and what’s not working.&nbsp; How can we collaborate and share bigger expenses within the state?&nbsp; We can partner and save money for you and for us.&nbsp; We have whole teams that are going statewide.&nbsp; We bring the State of Ohio to the table.&nbsp; My role is to work with the State. We want to come out with ways that we can leverage. Ideally for OSU, we would create a separate network.&nbsp; The next step is for us to take a look at the network.&nbsp; Mr. Jackson informed the group that the OSU Extension in Paulding County is a separate network.&nbsp; Fiber is currently not out on Fairground Drive.&nbsp; They currently have 25&#215;5 network, so it effects only them.&nbsp; OSU Extension is using Paulding County ISP (Metalink).&nbsp; Mr. Jackson noted that we are getting a much better deal with Spectrum.&nbsp; Mr. Phillips explained that we prefer to get to round out our internet connections in Columbus.&nbsp; If we have the correct bandwidth, we can go to OSU or the State of Ohio.&nbsp; This is what we want, we can make this happen.&nbsp; Mr. Jackson informed the group that his goal is to get fiber to everybody.&nbsp; Mr. Phillips commented that our long-term plan would be go to skype.&nbsp; Is there anything that we can do to raise the level of service?&nbsp; Mr. Phillips and Mr. Jackson will be in contact with one another to further discuss. &nbsp;</p>

<p><strong>ALLOWANCE OF CLAIMS	</strong></p>



<p>Warrants documented as 250432 through 250471 for County Bills were approved and certified to the County Auditor for payment.	</p>



<p><strong>EXECUTIVE SESSION</strong></p>



<p>A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:00 a.m. with the County Prosecutor to discuss legal matters. The motion was seconded by Mr. Mark Holtsberry. All members voting yea.</p>



<p>At 8:15 a.m. all members present agreed to adjourn the executive session and go into regular session.</p>



<p><strong>Meeting Notes of Appointments</strong></p>



<p>&nbsp;• Travis McGarvey, County Engineer – Mr. McGarvey informed the Commissioners that we are close to getting signatures for the road agreement. We have a culvert project in Benton town ship at Roads 57 and 24. McGarvey noted that we’ve been fixing some holes and berms (small maintenance). The bridge on Road 79 (Blue Creek bridge) we will take a look at possibly shortening that guardrail to allow better access. Road 131 has some pipe issue with separation at the joints on a culvert. Culverts are township responsibility. There is a gas tax increase of 10.5 cents. House Bill 62, the state transportation budget, adopted a compromise bill that was voted on by both chambers.&nbsp; The conference report includes a gas tax increase of 10.5 cents per gallon and a diesel fuel tax increase of 19 cents per gallon.&nbsp; The increase will be effective July 1, 2019.&nbsp; New revenue will be distributed 55 percent to the state and 45 percent to local governments.&nbsp; CNG vehicles will pay the same rate as diesel, subject to a five-year phase-in. The conference report includes a new $100 fee on hybrid vehicles and $200 for electric vehicles. There was also some discussion regarding the water drainage issue at the section of houses at the intersection of SR 49 and SR 111. Mr. Foust, SWCD Administrator also joined the conversation and will be in contact with one of the landowners in that area.</p>



<p>• Dan Foust, SWCD Administrator – Mr. Foust presented the bid books prepared for Melody Acres Ditch. It is ready to advertise. Also, on Friday, April 12th @ 12:30pm, SWCD is meeting with ODA at Defiance SWCD and invited the Commissioners to attend.&nbsp;</p>



<p>• Ed Bohn, EMA Director – Mr. Bohn informed the Commissioners that the county received the final grant payment for the Training Facility in the amount of $22,803.00. Mr. Bohn noted that we will be up and running by the 3rd week of April. There is an exercise this Sat at 9:00 a.m. at the Mercer Landmark Propane facility. We are using their railcars with Norfolk &amp; Southern assisting. Commissioner Klopfenstein directed Mr. Bohn to have county employees moving the EMA generators use county vehicles to avoid any liability issues. There is a Pipeline Safety Training class on April 30th. Doors open at 5:00 pm; dinner at 5:30pm. Mr. Bohn explained that he will be in Indianapolis next week for FDIC (Tuesday-Saturday). He also commented that there is a caravan of farmers going to Nebraska and relief efforts taking place within Paulding County. 										<content:encoded><![CDATA[<p>The meeting began at 7:00 p.m. with the Pledge of Allegiance. Mayor Kelsey, Clerk-Treasurer Cummins, Superintendent Walls as well as Councilmen Watts, Voirol, Gerig, and Renner were in attendance. Councilman Martin was not in attendance.</p>



<p>Police Report: Nothing to report.</p>



<p>Superintendent’s Report: The superintendent informed the council of a situation that developed regarding a resident and his request to have the curb restored with an approach. This is the result of work that had been done last summer. After discussion, Councilman Watts moved to let the resident coordinate the work as he feels is necessary and the city will pay the portion of that curbing replacement cost, second by Councilman Voirol, all present in favor. The superintendent is looking for where a generator at the plant needs to be moved. He is asking for a location to be prepared ahead of time for it to be easily placed at a later date.</p>



<p>Mayor’s Report: The mayor would like to offer Officer Parker a promotion to Police Chief, effective April 1st as well as an offer of employment for both the current Woodburn Police Reserve, Grant Cowan, and another individual, Josh Roth, to begin on April 15th. There will be Board of Works executive sessions for the interviews of other potential officers to take place on April 8th and April 10th. The public will not be able to attend these meetings. The relining work on Main Street has been completed by Insituform as of last week. The mayor went over specifics that are being determined with the first phase of projects as part of the Stellar Designation for the city of Woodburn. The mayor gave the council information regarding grants that the city can potentially receive.</p>



<p>Clerk-Treasurer’s Report: The meeting minutes were presented from the March 18th meeting. After discussion, Councilman Gerig moved to accept the minutes from the meeting on March 18th as presented, second by Councilman Voirol, all present in favor. Warrants were presented. After inspection, Councilman Watts moved to pay the warrants as presented, second by Councilman Voirol, all present in favor. The clerk-treasurer passed out a copy of another community’s harassment policy for inspection and consideration in making out our own. Discussion also occurred about ordinance enforcement and it was determined that a more aggressive approach will be implemented beginning in the summer months to enforce the city’s nuisance ordinance.</p>



<p>Councilmen’s Report: Councilman Renner mentioned that work had been done regarding a property that needed cleaned. Councilman Voirol wanted to follow up with his request as of last meeting, which seemed to have been forgotten. Councilman Watts recalled an idea regarding fencing at the police department parking lot and would like to get prices for that project.</p>



<p>Audience: A resident received a utility bill that was unusually high. He determined that the outside water spicket had been left on while he was away. After discussion, Councilman Renner moved to adjust the sewer portion of his bill to reflect his average use, for all affected months, second by Councilman Gerig, all present in favor.&nbsp;</p>



<p>Councilman Watts moved to adjourn the meeting, second by Councilman Voirol, all present in favor. <p><strong>Meeting Notes of Appointments:</strong></p>



<p>• Deb Guilford, Superintendent, Board of DD and Ed Bohn, EMA Director – Commissioner Klopfenstein informed Ms. Guilford that our goal is to have an EMA and EOC (Emergency Operations Center), some storage and a facility to manage EMA. In the process, it occurred to us that there is a gym that is not being used in the Parc Lane building that possibly could be refurbished to meet our needs. We are trying to see if it is practical. Spending $200,000 is much more feasible than spending $700,000 for a new building. That building already has heating and cooling. It would be more feasible to utilize an existing space and have it put to good use. Mr. Bohn commented that ideally we could walk through the door and make things happen. Currently, EMA is all over Paulding. He is in agreement with the Commissioners that the expense of a new facility is not practical when there is existing space that can be utilized. Ms. Guilford responded that the DD Board is currently looking at the heating and cooling at the facility and the gym is no longer being used as a gymnasium. Commissioner Klopfenstein noted that before we do a feasibility study, we would like support from the DD Board.&nbsp; Ms. Guilford informed the Commissioners that her board doesn’t meet again until April 25th. It’s something that I can put on the agenda so they have a better understanding of what you want. Commissioner Zartman added that the feasibility study will give them a lot of answers.&nbsp; Commissioner Klopfenstein noted that from a public stand point, it is a win-win situation.</p>



<p>• Don Foltz Foltz Insurance, Ali Redmond, CORSA – Mr. Foltz and Ms. Redmond met with the Commissioners to discuss the CORSA renewal. Program costs for 2019-2020 were $149,101.00 less member equity credits of $26,990.00 for a total of $122,111.00. Last years’ costs were $122,250.00. CORSA Subsidized Risk Management Services for 2019-2020 includes Law Enforcement &#8211; Jail Body Scanners, Body Worn Cameras, Guardian Cell Check Technology, Jail Booking Software, OPOTA Training Classes, Pre-employment Polygraph and Psychological Testing, Accreditation through American Corrections Assoc., Jail Medical Contract Review and Consultation, and National Commission on Correctional Health Care Certification. Cybersecurity includes Vulnerability scans, Virtual IT Security Assistance, Anti-phishing Software and Network Best Practice Assessments.&nbsp; Ms. Redmond noted that we are also putting the Land Banks under coverage at no additional cost for the liability.&nbsp; Ms. Redmond then presented the Stewardship Report that includes HR helpline Research of $1060, 26 CORSA University Courses; 106 Motor Vehicle Reports; Law Enforcement Seminar Attendees reimbursed @ $1925 (OPOTA); Guard 1 Pipe System, $2500; and $10,000 reimbursement for a Body Scanner. CORSA is working on an Elected Officials Bond for no additional cost.</p>



<p>• Scott McMichael – Mr. McMichael gave a presentation on a flooding issue at the intersection of State Route 49 and SR 111 section of homes. <p>BE IT RESOLVED, that the Board of County Commissioners does hereby authorize Travis McGarvey, Paulding County Engineer, to advertise in a paper of general circulation within the County for two consecutive weeks for bids for the 2019Joint Township Chip Seal Project.</p>



<p><strong>IN THE MATTER OF AMENDING THE PAULDING COUNTY ‘FOB’ POLICY:</strong></p>



<p>WHEREAS, the Paulding County ‘FOB’ Policy was implemented on May 9, 2016; and</p>



<p>WHEREAS, it is necessary to update the policy to address employee key card registration and contractor access into the courthouse for afterhours entry approval; now, therefore</p>



<p>BE IT RESOLVED, that the Board of County Commissioners does hereby adopt the following Policy update to the Paulding County FOB Policy and implement additional registration forms to assist with employee access and temporary key card registrations for contractors.</p>



<p><strong>EXECUTIVE SESSION:</strong></p>



<p>A motion was made by Mr. Mark Holtsberry to go into executive session at 8:05 a.m. with the County Prosecutor to discuss legal matters. The motion was seconded by Mr. Tony Zartman. All members voting yea.</p>



<p>At 8:27 a.m. all members present agreed to adjourn the executive session and go into regular session.</p>



<p><strong>Meeting Notes of Appointments:</strong></p>



<p>• Matt Miller – Mr. Miller met with the Commissioners to discuss the Eaton farm. Mr. Miller explained that it’s been good all winter until the last week or two. He noted that there’s been some vandalism with off road trucks mudding, although it is way better than it has been the last 3-4 years. Mr. Miller noted that he has written approximately 40 permission slips for hunting. Mr. Miller then presented a farm crop map for the 2019 planting season for the Eaton Farm’s 250.7 tillable acres. The Eaton Farm will be out for bid again this summer for the next three year lease.</p>



<p>• Dan Foust, SWCD – Mr. Foust presented a packet of information to the Commissioners for the drainage issues at the State Route 49 and State Route 111 intersection. The Ohio Department of Transportation informed Soil and Water via a letter on August 1, 2018, at the request of adjacent landowners, that there is no viable options available that can be undertaken solely by ODOT to improve the existing outlets to a degree that will substantially mitigate the historical surface flooding in the area, however, is willing to partner with SWCD to find potential alternatives. Mr. Foust has been and will be researching additional alternatives to the drainage issue and report back to the Commissioners his findings.</p>



<p>• Simeon Shepherd, Assistant Dog Warden and Skyler Maassel, Dog Warden met with the Commissioners to obtain some direction on the dog kennel and overcrowding. Mr. Maassel reported that he had 8 dogs on Friday and by Monday, ended up with 14 dogs. He commented that he will be attending training in the future with the NW Dog Warden’s Association.&nbsp; The Commissioners advised Mr. Maassel to obtain some guidance from area Dog Wardens from other counties.&nbsp; Mr. Maassel then reported that since they’ve been calling people to renew their dog tags, twenty-nine dog owners have renewed their tags. Mr. Maassel and Mr. Shepherd will continue to make calls to owners of dogs that have not yet purchased their tags.
