PAULDING COUNTY COMMISSIONERS MEETING MINUTES 4/9/18

This 11th day of April, 2018, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Mark Holtsberry and Cindy Peters, Clerk; absent: Tony Zartman

EXECUTIVE SESSION

A motion was made by Mr. Mark Holtsberry to go into executive session at 1:40 p.m. with the Senior Center Director to discuss personnel matters. The motion was seconded by Mr. Roy Klopfenstein.  All members voting yea.

At 1:52 p.m. all members present agreed to adjourn the executive session and go into regular session.

ALLOWANCE OF CLAIMS

Warrants documented as 241240 through 241300 for County Bills were approved and certified to the County Auditor for payment.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS

WHEREAS, the Paulding County Auditor has certified the following “Then and Now” purchase order number and payment included in the Allowance of Claims on April 4, 2018, Warrant number 241174 in the amount of $248.79; and

WHEREAS, it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and

WHEREAS, pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

BE IT RESOLVED, that the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

Meeting Notes of Appointments:

• Ira Good – Mr. Good met with the Commissioners to discuss renewal of his temporary cleaning contract. The temporary contract expires at the end of this month. The Commissioners agreed to renew Ira Good’s cleaning contract for one year later this month.

• Keith Turvey – Tri County Mental Health – Mr. Turvey informed the Commissioners that the Governor’s office and the attorney general got together this week to recognize first responders in this area due to their efforts to prevent drug abuse and treat those struggling with substance-use disorder. The Attorney General recognized first responders in Paulding County. Mr. Turvey expressed from the Tri-County ADAMHS Board their appreciation for all individuals, families and professionals on the front lines of this fight in our community and throughout the state.

• Corey Walker, Director/DPJFS & Pete Prichard, NW State Community College- Mr. Walker and Mr. Prichard discussed the CCMPP project within 6 counties, including Williams, Henry, Auglaize, Wood, Defiance and Paulding helping to identify what we want to do to help kids, between ages 14-24 to find jobs and help with wages, if we need to. There is also an adult program. The program has been in place for over a year now and we currently have 19 kids. Mr. Walker commented that we are partnering with NW State to work with businesses, courts and schools. Mr. Prichard’s contribution would be to work with JFS to get students lined up and get matches to specific technical skill sets to get the kids into a specific job and set up some mentoring partnership programs. Mr. Prichard commented that NW State’s position is to develop a culture of “we can do this together”. Mr. Walker clarified that we have 19 successes right now.  We work with the schools, both juvenile courts to work with the kids and do a follow up at 18 months, keeping them up until they graduate to make sure employment is successful. Mr. Walker mentioned the local schools have a lot of involvement in this program. We will evaluate the success on moving kids forward. This project is getting a lot of recognition from the state.
