PAULDING COUNTY COMMISSIONERS MEETING MINUTES 3/16/16

This 16th day of March, 2016, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Mark Holtsberry, and Nola Ginter, Clerk. Absent:  Tony Zartman

ALLOWANCE OF CLAIMS:

Warrants documented as 223297 through 223351 for County Bills were approved and certified to the County Auditor for payment.

IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS:

Paulding County Auditor has certified the following “Then and Now” purchase order numbers and payments included in the Allowance of Claims on March 16, 2016, Warrant numbered 223350 in the amount of $6,261.85; and

It is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and

Pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners; now, therefore

The Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and

It is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

IN THE MATTER OF AN ADDENDUM TO THE HOLIDAY SCHEDULE FOR 2016:

On December 30, 2015, a resolution was adopted setting the holiday schedule for 2016; According to the County Personnel Manual, one-half day on Good Friday is to be observed; The Board of County Commissioners does hereby amend the 2016 holiday schedule to include a half a day on  Friday, March 25, 2016, as an approved 2016 holiday.

IN THE MATTER OF APPOINTMENT TO THE PAULDING COUNTY HOSPITAL BOARD OF TRUSTEES:

The appointing authority for the Paulding County Hospital Board of Trustees met with the following members present: Commissioners Roy Klopfenstein, and Mark Holtsberry; Common Pleas Court Judge Tiffany Beckman; and Probate/Juvenile Division Judge John DeMuth.

A motion was made by Commissioner Mark Holtsberry to reappoint Konnie Gerber and appoint Diane Olwin to the Paulding County Hospital Board of Trustees, each  for a six (6) year term expiring March 6, 2022.  The motion was seconded by Commissioner Roy Klopfenstein. Motion carried.

Meeting Notes of Appointments:

• Common Pleas Judge Tiffany Beckman, Probate/Juvenile Judge John DeMuth – Judge Beckman and Judge DeMuth met with the Commissioners to appoint two new members to the Paulding County Hospital Board (see resolution above).

• Lisa Nicely, Crescent News – Ms. Nicely stopped by the Commissioners’ Office with questions about the Coroner’s budget.

• Lou Ann Wannemacher, County Treasurer; Ryan Nelson, CFA, RedTree Investment Group – Mr. Nelson presented the Paulding County Investment Review as of February 29, 2016. He reported a slight increase in Target Federal Funds rate. He also noted the Nation has added 223,000 jobs on average per month for the past year. The unemployment rate is now at 4.9%, down from 5.5% a year ago. Mr. Nelson pointed out that as it is a good thing there are more jobs, more positions are part time, at a lower pay rate, and with no benefits. Mr. Nelson praised Ms. Wannemacher for her diligent work with the local banks resulting in securing good interest rates on investments. Ms. Wannemacher reported the county will surpass the amount she estimated for interest income.

• Corey Walker, JFS – Mr. Walker stopped in for permission to stake posters in the Courthouse lawn for Child Abuse Awareness month.

• Doug Cook, Ewing Nursery – Mr. Cook presented proposals for lawn care at the Jacob Eaton Children’s Home and the Paulding County Dog Kennel. He also submitted recommendations for  landscaping at the Home and for trees to be planted in the yard. The Commissioners will consider all proposals.
