Paulding County Commissioners Meeting Minutes 1/25/16

This 25th day of January, 2016, the Board of County Commissioners met in regular session with the following members present:
Tony Zartman, Roy Klopfenstein, Mark Holtsberry, and Nola Ginter, Clerk
ALLOWANCE OF CLAIMS:
Warrants documented as 222056 through 222174 for County Bills were approved and certified to the County Auditor for payment.
IN THE MATTER OF APPROVING ‘THEN AND NOW’ PURCHASE ORDERS AND PAYMENTS
The Paulding County Auditor has certified the following “Then and Now” purchase order numbers and payments included in the Allowance of Claim on January 25, 2016, Warrants numbered 222060 through 222174 in the amount of $26,052.57; and it is certified that both at the time that the contract or order was made (“then”), and at the time that the County Auditor is completing the certification (“now”), that sufficient funds were available or in the process of collection, to the credit of a proper fund, properly appropriated and free from any previous encumbrance; and pursuant to the Ohio Revised Code §5705.41(D)(1), these purchases must be approved by resolution of the Board of County Commissioners. Now therefore the Paulding County Commissioners approve the Then and Now Purchase Orders as submitted by the Auditor; and it is found and determined that all formal actions of this Board of County Commissioners, County of Paulding, State of Ohio concerning the adoption of this resolution were adopted in an open meeting of this Board of County Commissioners, and that all deliberations of this Board of County Commissioners and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section §121.22 of the Ohio Revised Code.

This 25th day of January, 2016, the Board of County Commissioners approved the following appointment effective January 25, 2016, at the hourly rate of $11.15 per hour, to-wit:
EXECUTIVE SESSION
A motion was made by Mr. Mark Holtsberry to go into executive session at 10:02 a.m. with the Paulding County Auditor to discuss personnel matters. The motion was seconded by Mr. Tony Zartman. All members voting yea. At 10:56 a.m. all members present agreed to adjourn the executive session and go into regular session.
Meeting Notes of Appointments
• Jim Langham, Paulding Progress – The Commissioners emphasized their appreciation for the Chamber of Commerce and Solid Ground for beautifying downtown Paulding, especially the Courthouse square, for the holiday season. Many compliments have been expressed by county residents. They commented on the positive efforts from everyone as they worked together to make Paulding County festive. They also commended the many volunteers for the many hours they contributed. The Commissioners went on to report phase two of the Courthouse Square landscaping project will take place in 2016. The three-year plan began in 2015 with the landscaping next to the Courthouse itself. Phase two will include improving the area between the interior sidewalks and the sidewalks lining the streets. Phase three, which is scheduled to happen in 2017, will spruce up the four corners of the square. Exterior work on the Courthouse is 98% complete. Some brick work still needs to be done. Continued maintenance is necessary to preserve the one hundred thirty year old building.
• Claudia Fickel, County Auditor – Ms. Fickel presented the December General Fund reports. She reviewed the Receipts/Revenue report, noting the 2015 General Fund total receipts were $5,350,392.51, up $95,764.99 from 2104. General Fund Expenses of $5,039,685.09 for 2015 were down $81,245.37 from 2014. Ms. Fickel reported the actual revenue for 2015 was up $326,585.51 (6,5%) from the estimate, while the actual expenses were $408,796.51 lower than the estimate. Ms. Fickel also presented a Conveyance Fee report that included yearly totals from 2011 through 2015. $204,757.48 was collected in 2015 which is $24,652.34 above the four year average (2011-2014). Ms. Fickel reported dog tag sales are up 250 tags from this date in 2015. She noted dog tags are to be purchased by February 1, 2016, before a late fee will be charged. The 2016 Homestead applications are due June 1, 2016. Ms. Fickel informed the Commissioners the appraiser is out and about in a marked vehicle. A notice has been in the newspapers to alert county residents. Ms. Fickel commented on the advantages of having the imagery and pictometry programs.
• Suzanne Rister, County Court Judge – Ms. Rister updated the Commissioners on the previous Probation Officer’s court proceedings. A hearing is scheduled for Tuesday, January 26, 2016, at the Putnam County Courthouse in Ottawa, Judge Basinger presiding. Ms. Rister also reported County Court case load is up from last year. She noted 2015 broke a record for the most traffic related cases.
